HALL ) LICENSE RENEWAL g On March 16, 2011, Hall was internally referred for investigation regarding 8 teaching without the proper license. 9 After review of the matters alleged, Hall and the Commission agree that their 10 respective interests, together with the public interest, are best served by a stipulation to 11 certain facts and the denial of his substitute teaching license application. 12 By signing below, Hall acknowledges, understands, stipulates, and agrees to the 13 following: (i) he has been fully advised of his rights to notice and a hearing to contest the 14 findings of fact, conclusions of law, and order set forth below, and fully and finally 15 waives all such rights and any rights to appeal or otherwise challenge this Stipulation of 16 Facts and Final Order; (ii) this Stipulation and Final Order is a public document and 17 disclosed to the public upon request to the Commission; (iii) this Stipulation and Final 18 Order is contingent upon and subject to approval and adoption by the Commission. If 19 the Commission does not approve and adopt this Stipulation and Final Order, then 20 neither Hall nor the Commission are bound by the terms herein; (iv) he has fully read 21 this Stipulation and Final Order, and understands it completely; (v) he voluntarily, 22 without any force or duress, enters into this Stipulation and Final Order and consents to 23 issuance and entry of the Stipulated Final Order below; (vi) he states that no promise or 24 representation has been made to induce him to sign this Stipulation and Final Order; 25 and (vii) he has consulted with an attorney regarding this Stipulation and Final Order 26 and has been fully advised with regard to his rights thereto, or waives any and all rights 27 to consult with an attorney prior to entering into this Stipulation and Final Order and 28 issuance and entry of the Stipulated Final Order below. Hall was issued a 4 Basic Teaching License with an endorsement in Basic Biology. Hall last held a 5 Substitute Teaching license that expired on January l4, 201 l. On or about December 6 10, 2010, the Commission received Hall’s application for renewal of his Substitute 7 Teaching license. ‘ 8 2. On December 10, 2010 the Commission received Hall's Professional Education 9 Experience Report (PEER) Form from Willamina School District. The PEER form 1O indicated that from August 29, 2007 to June 30, 2010, Hall taught woodshop for 11 grades 9-l2. 12 3. Hall held an Emergency Teaching license from October 5, 2007 to June 30, 2008 that 13 allowed Hall to teach woodshop. Between June 30, 2008 and June 30, 2010, Hall I 14 continued to teach woodshop while he only held a substitute teaching license. i 15 4. A substitute Teaching License allows an educator to replace any teacher who is 16 temporarily unable to work for a period not to exceed three consecutive months. 17 Teaching on a Substitute License for a longer period requires a full-time license. 18 l 19 IT IS SO STIPULATED: i 2?
