1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON 3 Inthe Matter ofthe ) smuumon OF FACTS AND FINAL 4 Educator License of ) ORDER OF SURRENDER AND 5 MARY ANN STEVENSON ) REVOCA'HON OF LICENSURE 6 7 0n or about June 18, 2015, the Teacher Standards and Practices Commission B (Commission) received a report from the Pleasant Hill School District, indicating that Mary Ann 9 Stevenson (Stevenson) had demonstrated unprofessional and designated acts of gross neglect of 10 duty and/or unfitness for duty while employed as an educator and mach with the Bethel and 1 1 Pleasant Hill School Districts during the Spring of 1982. 12 After review of the matters alleged, Stevenson and the Commission agree that their 13 respective interests, together with the public interest, are best served by a stipulation to certain 14 facts, the surrender, and revocation of Stevenson’s Oregon educator license. 15 This document sets forth the facts upon which the parties have agreed and the stipulated 16 sanction to be imposed. Stevenson stipulates that there is sufficient evidence in the 17 Commission’s files and records to support the findings of fact, conclusions of law, and order set 18 forth below. 19 By signing below, Stevenson acknowledges, understands, stipulates, and agrees to the 20 following: (i) she has been fully advised of her rights to notice and a hearing to contest the 21 findings of fact, conclusions of law, and order set forth below, and fully and finally waives all 22 such rights and any rights to appeal or otherwise challenge this Stipulation of Facts and Final 23 Order of Surrender and Revocation of Licensure (Stipulation and Final Order); (ii) this 24 Stipulation and Final Order is a public document and disclosed to the public upon request by the 25 Commission; (iii) this Stipulation and Final Order is contingent upon and subject to approval 26 and adoption by the Commission. If the Commission does not approve and adopt this 27 Stipulation and Final Order, then neither Stevenson nor the Commission are bound by the Page 1 STIPULATION OF FACTSAND FINAL ORDER OF SURENDER AND REVOCATION OF LlCENSURE- MARY ANN STEVENSON 1 terms herein; (iv) she has fully read this Stipulation and Final Order, and understands it 2 completely; (v) she voluntarily, without any force or duress, enters into this Stipulation and 3 Final Order and consents to issuance and entry of the Stipulated Final Order below; (vi) she 4 states that no promises or representation has been made to induce her to sign this Stipulation 5 and Final Order; and (vii) she has consulted with an attorney regarding this Stipulation and 6 Final Order and has been fully advised with regard to her rights thereto, or waives any and all 7 rights to consult with an attorney prior to entering into this Stipulation and Final Order and 8 issuance and entry of the Stipulated Final Order below. This Order sets forth the facts upon 9 which the parties have agreed and the sanction to be imposed. Stevenson stipulates that there 10 are sufficient facts contained in the Commission's files and records to support the findings of 1 1 fact and conclusions of law set forth below. In doing so, however, she does not admit such facts 12 are true but by entering into this stipulation, Stevenson waives the right to a hearing to contest 13 the findings of fact, conclusions of law and order set forth below regarding her license. 1 4 15 STIPULATION OF FACTS 16 1. The Commission has licensed Stevenson since December 21, 1979. Stevenson currently 17 holds a Standard Teaching License, with endorsements in Basic Art (018) and Standard 1B Physical Education (018), valid from September 16, 2014 through September 15, 2019. 19 2. On or about June 18, 2015, the Commission received information from the Pleasant Hill 20 School District indicating that Stevenson had been involved in an intimate and 21 inappropriate relationship with a female student in the spring of 1982, more than 3o 22 years ago. 23 3. Stevenson has provided written information to the Commission regarding her more than 24 30-year teaching career. She has, however, declined to be interviewed by the 25 Commission regarding the allegations in paragraph 2, above, and has not admitted that 26 said allegations are true. This conduct 11 constitutes Gross Neglect of Duty in violation of ORS 342.175(b); OAR 584-020-oo4o(4)(n) as it 12 incorporates OAR 584-020-0010(5) (Use professional judgment); OAR 584-o2o-oo4o(4)(o) as 13 it incorporates OAR 584-020-0035(1)(c)(D) (Honoring appropriate adult boundaries with 14 students in conduct and conversations at all times); and OAR 584-020-oo4o(4)(f) (Any sexual 15 conduct with a student).
