g On or about April 15, 2010 the Teacher Standards and Practices Commission

8 (Commission) received a report indicating that Lorie Lee Larson may have engaged in

9 professional misconduct. i
1 O After review of the matters alleged, Larson and the Commission agree that their
1 1 respective interests, together with the public interest, are best served by a stipulation to
1 2 certain facts and the imposition of a Reprimand and 4 years of probation30 day
1 3 suspension‘
1 4 By signing below, Larson acknowledges, understands, stipulates, and agrees to
15 the following: (i) she has been fully advised of her rights to notice and a hearing to
16 contest the findings of fact, conclusions of law, and order Set forth below, and fully and
17 finally waives all such rights and any rights to appeal or otherwise challenge this
18 Stipulation of Facts and Final Order (Stipulation and Final Order); (ii) this Stipulation
1 9 and Final Order is a public document and disclosed to the public upon request by the
20 Commission; (iii) this Stipulation and Final Order is contingent upon and subject t0
21 approval and adoption by the Commission. If the Commission does not approve and
22 adopt this Stipulation and Final Order, then neither Larson nor the Commission are
23 bound by the terms herein; (iv) she has fully read this Stipulation and Final Order, and
24 understands it completely; (v) she voluntarily, without any force or duress, enters into
25 this Stipulation and Final Order and consents to issuance and entry of the Stipulated
26 Final Order below; (vi) she states that no promise or representation has been made to
27 induce her to sign this Stipulation and Final Order; and (vii) she has consulted with an
28 attorney regarding this Stipulation and Final Order and has been fully advised with

1 regard to his rights thereto, 0r waives any and all rights to consult with an attorney prior

2 to entering into this Stipulation and Final Order and issuance and entry of the Stipulated

3 Final Order below.

5 1. Lorie Lee Larson has been licensed as a teacher in Oregon since September 16, 1986.

6 Her current Basic Teaching License expired on February 7, 2006.

7 2. On December 26, 2009 Ms. Larson was arrested for Tampering with Drug Records,

8 Acquiring a Controlled Substance by Fraud, and Forgery II in connection with the

9 alteration of a prescription for Hydrocodone. Ms. Larsen was 0n 36 months probation
1 0 and subsequently received a conditional discharge for the Forgery II and Tampering with
1 1 Drug Records charges. The charge of Obtaining a Controlled Substance by Fraud was
1 2 dismissed.

22 CONCLUSION 0F LAW
23 By engaging in the conduct in paragraph 2 above, Lorie lee Larson engaged in gross
24 neglect of duty in violation of ORS 342.175(1)(b); OAR 584-020-0040(4)(n) as it
25 incorporates OAR 584-020-001o(5) (Use professional judgment); OAR 584-020-
26 0040(4)(o) as it incorporates OAR 584-02o-0035(3)(a)(maintain dignity of profession
27 by respecting and obeying the law, exemplifying personal integrity and honesty) and
28 gross unfitness in violation of ORS 342.175(1)(c); OAR 584-02o-oo4o(5)(e) (Admission

1 of or engaging in acts constituting criminal conduct, even in the absence of a
2 conviction).
3 The Commission‘s authority to impose discipline in this matter is based upon
4 OHS 342.175.
5 ORDER
6 Based on the foregoing, the Commission hereby orders as follows:
7 1. Lorie Lee Larson is hereby reprimanded
8 2. Lorie Lee Larson us hereby placed on probation for a period of 4 years from the
9 date this order is signed by the Commission subject to the following conditions:
1 0 a. Ms. Larson will provide to the Commission evidence of drug
1 1 rehabilitation within 3 months of the date of this order.
1 2 b. Ms. Larson will send reports to the Commission, of her compliance with
13 the aftercare treatment suggested by her rehabilitation provider, every 6
1 4 months.
15 c. Ms. Larson shall comply with the Standards for Competent and Ethical
16 Performance of Oregon Educators under Oregon Administrative Rules
17 Chapter 584, Division 020.
1 8 Violation of any term or condition of probation shall constitute an independent basis
1 9 for the Commission to revoke Ms. Larson’s teaching license, revoke his right to apply
20 for a license, or otherwise impose discipline, after first providing Ms. Larson with
21 notice and opportunity for hearing. W i I
