5 RONALD ALLEN ANTHONY ) AND PROBATION
6 On January 8, 2006, the Teacher Standards and Practices Commission (Commission)
7 received information of an anonymous complaint alleging that Ronald Allen Anthony (Anthony),
8 Principal, lrrigon Jr/Sr High School, Morrow County School District violated standards when he
9 used his district computer system to send an inappropriate email to staff.
10 Mr. Anthony has fully cooperated with the Commission. After review of the matters
11 alleged, Mr. Anthony and the Commission agree that their respective interests, together with the
12 public interest, are best served by a stipulation to certain facts, the imposition of a thirty (30) day
13 suspension of licensure followed by an eighteen (18) months probation.
4 This document sets forth the facts upon which the parties have agreed and the
‘ stipulated sanction to be imposed. Mr. Anthony stipulates that there is sufficient evidence in the
16 Commission’s files and records to support the findings of fact, conclusions of law, and order set
17 forth below.
18 By signing below, Mr. Anthony acknowledges, understands, stipulates, and agrees to the
19 following: (i) he has been fully advised of his rights to notice and a hearing to contest the
20 findings of fact, conclusions of law, and order set forth below, and fully and finally waives all
21 such rights and any rights to appeal or otherwise challenge this Stipulation of Facts, Final Order
22 of Reprimand and Probation (Stipulation and Final Order); (ii) this Stipulation and Final Order is
23 a public document and disclosed to the public upon request by the Commission; (iii) this
24 Stipulation and Final Order is contingent upon and subject to approval and adoption by the
25 Commission. If the Commission does not approve and adopt this Stipulation and Final Order,
6 then neither Mr. Anthony nor the Commission are bound by the terms herein; (iv) he has fully
é read this Stipulation and Final Order, and understands it completely; (v) he voluntarily, without

1 any force or duress, enters into this Stipulation and Final Order and consents to issuance and
Q entry of the Stipulated Final Order below; (vi) he states that no promises or representation has
3 been made to induce him to sign this Stipulation and Final Order; and (vii) he has consulted with
4 an attorney regarding this Stipulation and Final Order and has been fully advised with regard to
5 his rights thereto, or waives any and all rights to consult with an attorney prior to entering into
6 this Stipulation and Final Order and issuance and entry of the Stipulated Final Order below. Mr.
7 Anthony understands that the probation will be subject to specific terms and conditions.
8 STIPULATION OF FACTS
9 1. Mr. Anthony has been licensed by the Commission since November 3, 1980.
1O Mr. Anthony holds a Standard Administrative License issued October 4, 2005, valid through
1 1 October 3, 2010, with a Standard Administrator Endorsement.
12 2. Mr. Anthony began serving as a Principal for Morrow County School District on
3 August 1, 1996.
‘ 3. Mr. Anthony forwarded “joke” emails with inappropriate content to teachers/staff while
15 employed as Principal of Irrigon Jr/Sr High School.
16 CONCLUSION OF LAW
17 Ronald Allen Anthony violated OAR 584-020-0040(4)(n) as it incorporates OAR 584-
18 020-0010(5) and OAR 584-020-0030(2)(b) when he failed to demonstrate a commitment to use
19 professional judgment in communicating with staff by sending inappropriate emails. This
20 misconduct constitutes Gross Neglect of Duty. The Commission's authority to impose discipline
21 in this matter under ORS 342.120 through 342.430 and OAR Chapter 584.

ORDER I
Q The Commission hereby adopts and incorporates herein the above findings of fact and .
3 imposes a thirty (30) day suspension upon Ronald Allen Anthony's Standard Administrative
4 License effective the date of this Order. At the end of this suspension period, Mr. Anthony's
5 Standard Administrative License will be reinstated upon Submission of a complete application
6 and fees pursuant to OAR 584-050-0015(3).
7 Upon the reinstatement of licensure, Mr. Anthony shall be placed on probation by the
8 Commission for a period of eighteen (18) months, subject to the following terms and conditions:
9 1. During the period of this probation Mr. Anthony shall provide satisfactory evidence
10 that he is in compliance with all Standards for Competent and Ethical Performance of Oregon
11 Educators pursuant to OAR Chapter 584 Division 020. Mr. Anthony shall submit these reports
12 to the Executive Director of the Commission every six (6) month during his probation, on or
before: February 2, 2007; August 2, 2007; and February 2, 2008.
d Violation of any term or condition of probation shall constitute an independent basis for
15 the Commission to revoke Mr. Anthony’s licensure or otherwise impose discipline, after first
16 providing Mr. Anthony with notice and opportunity for hearing.
