1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON 3 In the Matter of the ) STIPULATION OF FACTS AND 4 Educator License of ) FINAL ORDER OF REPRIMAND g ANITA MARIE BRADFORD ) 7 On May 26, 2015, the Commission received a district report alleging Bradford 8 had violated professional standards related to classroom management and unnecessary 9 physical force with students. 1O After review of the matters alleged, Bradford and the Commission agree that their 1 1 respective interests, together with the public interest, are best served by a stipulation to 12 certain facts and the imposition of a public reprimand. 13 By signing below, Bradford acknowledges, understands, stipulates, and agrees to 14 the following: (i) she has been fully advised of her rights to notice and a hearing to 15 contest the findings of fact, conclusions of law, and order set forth below, and fully and 16 finally waives all such rights and any rights to appeal or otherwise challenge this 17 Stipulation of Facts and Final Order of Reprimand (Stipulation and Final Order); (ii) 18 this Stipulation and Final Order is a public document and disclosed to the public upon 19 request by the Commission; (iii) this Stipulation and Final Order is contingent upon and 20 subject to approval and adoption by the Commission. If the Commission does not 21 approve and adopt this Stipulation and Final Order, then neither Bradford nor the 22 Commission are bound by the terms herein; (iv) she has fully read this Stipulation and 23 Final Order, and understands it completely; (v) she voluntarily, without any force or 24 duress, enters into this Stipulation and Final Order and consents to issuance and entry of 25 the Stipulated Final Order below; (vi) she states that no promise or representation has 26 been made to induce her to sign this Stipulation and Final Order; and (vii) she has 27 consulted with an attorney regarding this Stipulation and Final Order and has been fully 28 advised with regard to her rights thereto, or waives any and all rights to consult with an 29 attorney prior to entering into this Stipulation and Final Order and issuance and entry of 30 the Stipulated Final Order below. 31 32 STIPULATION OF FACTS 33 1. Bradford has been licensed by the Commission since June 30, 1997. Bradford holds a 34 Basic Teaching License, with endorsements in Basic Health Education (018); Basic 35 Mathematics (018); Mid-Level Emphasis (015); and Standard Elementary (016), valid Page 1 STIPULATION OF FACTS AND FINAL ORDER OF REPRIMAND- ANITA MARIE BRADFORD 1 from July 2, 2014, through April, 15, 2018. During all relevant times, Bradford was 2 employed by the Beaverton School District. 3 2. On May 26, 2015, the Commission received a district report alleging Bradford 4 had violated professional standards related to classroom management and 5 unnecessary physical force with students. Investigation identified the following 6 examples of unprofessional conduct: 7 a. On or about May 6, 2015, in the presence of other 7'h Grade students, 8 Bradford addressed a non-compliant 7‘h Grade student (AT) as a “turd”. 9 Bradford also admonished a group of students, stating something to the 1O effect of “You are acting like a bunch of little shi...” She did not finish the 1 1 word, but the District concluded that she implied the word “shits.” 12 According to the District, students also reported Bradford physically 13 engaged with student AT, pushing him with her shoulder and hip. 14 Bradford explained she only used her hand to direct AT to his seat. The 15 District also indicated that students reported Bradford pushed student 16 AM who was running towards the doorway. Bradford explained that she 17 put her hand up t0 stop AM, who ran into Bradford’s hand then 18 dramatically fell to the floor to get attention. 19 b. On May 22, 2015, school officials issued Bradford a “Letter of Reprimand” 20 for violation of local policies related to her conduct, specifically, the use of 21 unprofessional language and inappropriate physical contact with 22 students. On or about September 3, 2015, the district placed Bradford 0n 23 a plan of assistance based on concerns related to the reprimand of May 24 22, 2015.
