1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATEOF OREGON 3 In the Matter Of the ) STIPULATION OF FACTS AND 4 Teaching License of ) FINAL ORDER OF 5 TRENTON KROPF ) SUSPENSION OF RIGHT TO APPLY 6 ) FOR LICENSE RENEWAL g On November 17, 2008, the Teacher Standards and Practices Commission 9 (Commission) received a report indicating that Trenton Kropf may have engaged in conduct 10 constituting gross neglect of duty. 11 The Commission charged Mr. Kropf with gross neglect of duty and issued a Notice of 12 Opportunity for Hearing on March 24, 2009. Aiter review of the matters alleged, Mr. Kropf and 13 the Commission agree that their respective interests, together with the public interest, are best 14 served by a stipulation to certain facts and the imposition of a one year suspension of the right 15 to apply for license renewal. 16 By signing below, Mr. Kropf acknowledges, understands, stipulates, and agrees to the 17 following: (i) he fully and finally waives all rights to notice and a hearing to contest the findings 18 of fact, conclusions of law, and order set forth below, and any rights to appeal or othenuise 19 challenge this Stipulation of Facts, Order of Suspension (Stipulation and Final Order); (ii) this 20 Stipulation and Final Order is a public document and disclosed to the public upon request by the 21 Commission; (iii) this Stipulation and Final Order is contingent upon and subject to approval and 22 adoption by the Commission. lf the Commission does not approve and adopt this Stipulation 23 and Final Order, then neither Mr. Kropf nor the Commission are bound by the terms herein; (iv) 24 he has fuily read this Stipulation and Final Order, and understands it completely; (v) he 25 voluntarily, without any force or duress, enters into this Stipulation and Final Order and consents 26 to issuance and entry of the Stipulated Final Order below; (vi) he states that no promises or 27 representation has been made to induce him to sign this Stipulation and Final Order; and (vii) he 28 has consulted with an attorney regarding this Stipulation and Final Order and has been fully 29 advised with regard to his rights thereto, or waives any and all rights to consult with an attorney 4 Page 1 ST IPULATION OF FACTS AND SUSPENSION OF RIGHT TO APPLY - KROPF 1 prior to entering into this Stipulation and Final Order and issuance and entry of the Stipulated 2 Final Order below. 3 STIPULATION OF FACTS 4 1. The Commission has licensed Mr. Kropf since August 31, 2006. Mr. Kropf most recently 5 held an initial l Teaching License, with an endorsement in Advanced Mathematics and 6 Multiple Subjects, issued August 24, 2007 and valid through August 31, 2009. At this 7 time, Mr. Kropf has not submitted an application to renew his license. 8 2. Mr. Kropf, was employed as a teacher at Madras High School from September 1, 2006 9 until June 15, 2007. 10 3. During the spring of 2007, Mr. Kropf had a conversation with a Madras High School male 11 student, CR, in which he asked CR questions about who he was dating. Subsequent to 12 this conversation Mr. Kropf posted an inappropriate message that contained words such 13 as, “Dc you like to lick things” on KG’s (CR's girlfriend) MySpace page. 14 4. On at least three occasions between January 1, 2007 and June 15, 2007, NS, a Madras 15 High School female student, spent time with Mr. Kropf inside his home. On or about 16 May 26, 2007, he helped NS fix a light on her pickup while it was parked in front of his 17 apartment. On at least two other occasions during June, 2007, NS's vehicle was parked 18 next to his apartment late at night. 19 5. Mr. Kropfs conduct described in paragraphs 3 and 4 above constitutes gross neglect 11 of duty in violation of ORS 342.175(1)(b); OAR 5%0200040(4)(o) as it incorporates 12 OAR 584-020-0035(1)(c)(D) (honoring appropriate adult boundaries with students in 13 conduct and conversations at all times). 14 2.
