1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON 3 In the Matter of the ) STIPULATION OF FACI‘ S, 4 Teaching License of ) AND FINAL ORDER OF 5 LORI ANNE MILLS ) SUSPENSION 6 On or about November 24, 2009, the Teacher Standards and Practices Commission 7 (Commission) discovered information indicating that Lori Anne Mills (Mills) served as school 8 principal without an administrator license. 9 After review 0f the matters alleged, Mills and the Commission agree that their respective 10 interests, together with the public interest, are best served by a stipulation to certain facts and 1 1 the imposition of a 30 day suspension of licensure. 12 This document sets forth the facts upon which the parties have agreed and the stipulated 1 3 sanction to be imposed. Mills stipulates that there is sufficient evidence in the Commission’s 14 files and records to support the findings of fact, conclusions of law, and order set forth below. 15 By signing below, Mills acknowledges, understands, stipulates, and agrees to the 16 following: (i) she has been fully advised of her rights to notice and a hearing to contest the 17 findings of fact, conclusions of law, and order set forth below, and fully and finally waives all 18 such rights and any rights to appeal or otherwise challenge this Stipulation of Facts, Order of 19 Suspension (Stipulation and Final Order); (ii) this Stipulation and Final Order is a public 20 document and disclosed to the public upon request by the Commission; (iii) this Stipulation and 21 Final Order is contingent upon and subject to approval and adoption by the Commission. If the 22 Commission does not approve and adopt this Stipulation and Final Order, then neither Mills nor 23 the Commission are bound by the terms herein; (iv) she has fully read this Stipulation and Final 24 Order, and understands it completely; (v) she voluntarily, without any force or duress, enters 25 into this Stipulation and Final Order and consents to issuance and entry of the Stipulated Final 26 Order below; (vi) she states that no promises or representation has been made to induce her to 27 sign this Stipulation and Final Order; and (vii) she has consulted with an attorney regarding this 28 Stipulation and Final Order and has been fully advised with regard to her rights thereto, or Page 1 STIPULATlON OF FACTS, FlNAL ORDER OF SUSPENSION —M|LLS, LORI ANNE 1 waives any and all rights to consult with an attorney prior to entering into this Stipulation and 2 Final Order and issuance and entry 0f the Stipulated Final Order below. This stipulation is 3 contingent upon approval and adoption of the Order by the Commission. If the Commission 4 does not adopt this Order, neither Mills nor the Commission are bound by these Stipulations 5 and Mills retains all rights to a hearing on the allegations. 6 STIPULATION OF FACTS 7 1. The Commission has licensed Lori Mills since April 24, 2003. Mills currently holds an 8 Initial II Teaching License, with endorsements in Health Education, Physical Education 9 and Multiple Subjects, issued December 31, 2009 and valid through December 31, 2012. 1O Mills also held an Emergency Administrator License from April 14, 2009 to April 14, 1 1 2010. During all relevant times Mills was employed by the Athena Weston School 1 2 District. 13 2. During the period from approximately July 1, 2008 to April 14, 2009 Mills served as 14 Principal of Weston Middle School in the district without administrator licensure. Upon 15 discovery of Mills serving as an administrator without proper licensure, the district made 16 application for an emergency administrator license for Mills. 17 3i During the period Mills served without proper licensure she was working toward and did 18 receive her Masters Degree in Educational Administration. 19 IS SO STIPULATED AND AGREED TO: 20 ;lu mum I $4 III g] 94211 21 7.
