1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON 3 4 In the Matter of the ) 5 Teaching License of ) DEFAULT ORDER OF 6 DORAN DEGRAW ) SUSPENSION OF LICENSE 7 8 9 On June 4, 2010, the Teacher Standards and Practices Commission (Commission) 10 issued a Notice of Opportunity for Hearing to Doran DeGraw (DeGraw) in which the 11 Commission charged him with Gross Neglect of Duty pursuant to OAR 584-020-0040(4)(n), 12 OAR 584-020-0010(5), OAR 584-020-0025(2)(e) and OAR 584-020-0040(4)(s). Notice was 13 sent via U.S. First Class Mail and U.S. Certified Mail Receipt 7009 1410 0002 1902 5252 to the l4 address on file with the Commission. Mr. DeGraw signed for the certified mail on June 7, 2010. 15 The Notice of Opportunity of Hearing, dated June 4, 2010, and signed by Victoria Chamberlain, 16 Executive Director, stated: - 17 “If you want a hearing, you must file a written request for a hearing with the Commission 18 within 21 days of the date of this notice." 19 20 Mr. DeGraw did not request a hearing. The Commission, therefore, finds Mr. DeGraw to 21 be in default and enters the following findings of fact, conclusions of law and order, based on 22 the files and records of the Commission concerning this matter. 23 24 FINDINGS OF FACT 25 Near the end of the 2007-2008 school year, a female student told Mr. DeGraw that she had 26 been raped by another student. The suspect was arrested on school grounds some weeks after this 27 disclosure to him.
