1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON 3 In the Matter of the ) STIPULATION OF FACTS AND 4 Educator License of ) FINAL ORDER OF 3 5 ) REPRIMAN D 1 6 AUDREY WRIGHT ) g On February 21, 2013, the Teacher Standards and Practices Commission 9 (Commission) received a report from the McMinnville School District that Audrey 10 Wright may have engaged in acts constituting gross neglect of duty. , 1 1 After review of the matters alleged, Wright and the Commission agree that their 12 respective interests, together with the public interest, are best served by a stipulation to 13 certain facts, and the imposition of a public reprimand. This stipulation fully resolves 14 the allegations of the Commission’s Notice of Opportunity for Hearing issued on June 15 23, 2014 and the final order issued on December 14, 2016. 16 By signing below, Wright acknowledges, understands, stipulates, and agrees to 17 the following: (i) she has been fully advised of her rights to notice and a hearing to 18 contest the findings of fact, conclusions of law, and order set forth below, and fully and 19 finally waives all such rights and any rights to appeal or otherwise challenge this 20 Stipulation of Facts and Final Order of Reprimand (Stipulation and Final Order); (ii) this 21 Stipulation and Final Order is a public document and disclosed to the public upon 22 request by the Commission; (iii) this Stipulation and Final Order is contingent upon and 23 subject to approval and adoption by the Commission. If the Commission does not 24 approve and adopt this Stipulation and Final Order, then neither Wright nor the 25 Commission are bound by the terms herein; (iv) she has fully read this Stipulation and 26 Finai Order, and understands it completely; (v) she voluntarily, without any force or 27 duress, enters into this Stipulation and Final Order and consents to issuance and entry of 28 the Stipulated Final Order below; (vi) she states that no promise or representation has 29 been made to induce him to sign this Stipulation and Final Order; and (vii) she has 30 consulted with an attorney regarding this Stipulation and Final Order and has been fully 31 advised with regard to his rights thereto, or waives any and all rights to consult with an 32 attorney prior to entering into this Stipulation and Final Order and issuance and entry of 33 the Stipulated Final Order below. She 3 currently holds an Initial II Teaching License issued April 11, 2011, with 4 endorsements in Advanced Math (HS, ML), Biology (HS, ML), Integrated Science 5 (HS, ML), Social Studies (HS, ML), and Multiple Subjects (MIDLVL), which 6 expires on April 1o, 2014. Wright made timely application for renewal of her 7 Teaching license. She also held an Initial Administrator License, with an 8 endorsement in Administrator (ALL LVLS), which was issued on September 14, 9 2011, and expired on April 10, 2015. Wright did not make application for the 1 0 renewal of her Administrative License. During all relevant times, Ms. Wright was 1 1 employed by the McMinnville School District as a teacher and the Dean of 1 2 Students. 13 2. On February 21, 2013, the Commission received a report from the McMinnville 14 School District indicating Ms. Wright may have committed acts which constitute 15 gross neglect of duty. Subsequent investigation determined the following: 16 a. During the 2011-2012 school year, Ms. Wright was informed by the 17 mother of student ZH that Wright’s husband, James Wright (a substitute 18 teacher in the district) had been communicating with her daughter online 19 using the alias of “Trashcannius Maximus” (TM) without identifying 20 himself as Mr. Wright; and that TM had asked ZH to meet TM in person 21 where TM would reveal his identity as Mr. Wright. ZH’s parent informed 22 Ms. Wright that ZH was uncomfortable with the inappropriate 23 communications between ZH and Mr. Wright and wanted the 24 communications to stop. 25 b. Ms. Wright asked ZH and her mother what they wanted to do about the 26 situation. They informed her they did not want Mr. Wright to lose his job, 27 but ZH was not comfortable being around Mr. Wright anymore. Ms. 28 Wright told ZH on the days when she could not avoid using Mr. Wright, 29 she would have ZH attend another classroom. Shortly into the beginning of the 2012-2013 school year, Ms. Wright began to 2 hear rumors from other students regarding the conduct of Mr. Wright and ZH as 3 reported to her the previous year. Ms. Wright spoke to ZH and asked ZH how she 4 should respond to them. ZH told Ms. Wright that ZH had told some other 5 students about the matter.
