1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON 3 4 In the Matter of the ) DEFAULT ORDER OF 5 Teaching License of ) REVOCATION OF RIGHT TO APPLY 6 JULIA ANN PAIGE ) FOR LICENSE 7 8 9 On January 27, 2010, the Teacher Standards and Practices Commission (Commission) 10 issued a Notice of Opportunity for Hearing to Julia Ann Paige (Paige) in which the Commission 11 charged her with conviction of a crime listed in ORS 342.143(3). The Notice was sent via U.S. 12 First Class Mail and U.S. Certified Mail Receipt 7008 1410 0002 1925 4522 to the address on 13 file with the Commission. The U.S. Postal Service delivered two notices to Paige, the first on 14 January 29, 2010, and the second on February 2, 2010, in an attempt to deliver this certified 15 mail, before returning the certified mail receipt to the Commission on February 13, 2010. The 16 first class mail was not returned to the Commission. The Notice of Opportunity of Hearing, 17 dated January 27, 2010, and signed by Victoria Chamberlain, Executive Director, stated: 18 “If a request for hearing is not received within this 21 day period, your right to a hearing 19 shall be considered waived unless your failure to request a hearing was beyond your 20 reasonable control. If you do not request a hearing or if you fail to appear at a hearing, 21 the Commission will adopt an order of default which may include the revocation or 22 suspension of your license or other discipline." 23 24 Ms. Paige did not request a hearing. The Commission, therefore, finds Ms. Paige to be in 25 default and enters the following findings of fact, conclusions of law and order, based on the files 26 and records of the Commission concerning this matter. 27 FINDINGS OF FACT 28 1. On or about February 9, 2009, Ms. Paige, based on her February 6, 2009, guilty plea, 29 was convicted in the Circuit Court of the State of Oregon for the County of Lane of 30 Delivery of Less than Five Grams of Marijuana.
