g On or about May 1, 2009, the Teacher Standards and Practices Commission

9 (Commission) received information indicating possible inappropriate conduct by Adam
10 Reid. a teacher in the Leadership & Entrepreneurship Public Charter School (LEP High).
11 After review of the matters alleged, Mr. Reid and the Commission agree that their
12 respective interests, together with the public interest, are best served by a stipulation to
13 certain facts and the imposition of a Suspension of Mr. Reid's Charter School Registry.
14 By signing below, Mr. Reid acknowledges, understands, stipulates, and agrees to
15 the following: (i) he has been fully advised of his rights to notice and a hearing to
16 contest the findings of fact, conclusions of law, and order set forth below, and fully and
17 finally waives all such rights and any rights to appeal or otherwise challenge this
18 Stipulation of Facts and Final Order of Reprimand (Stipulation and Final Order); (ii) this
19 Stipulation and Final Order is a public document and disclosed to the public upon
20 request by the Commission; (iii) this Stipulation and Final Order is contingent upon and
21 subject to approval and adoption by the Commission. If the Commission does not
22 approve and adopt this Stipulation and Final Order, then neither Mr. Reid nor the
23 Commission are bound by the terms herein; (iv) he has fully read this Stipulation and
24 Final Order, and understands it completely; (v) he voluntarily, without any force or
25 duress, enters into this Stipulation and Final Order and consents to issuance and entry
26 of the Stipulated Final Order below; (vi) he states that no promise or representation has
27 been made to induce him to sign this Stipulation and Final Order; and (vii) he has
28 consulted with an attorney regarding this Stipulation and Final Order and has been fully

1 advised with regard to his rights thereto, or waives any and all rights to consult with an
2 attorney prior to entering into this Stipulation and Final Order and issuance and entry of
3 the Stipulated Final Order below.

5 STIPULATION OF FACTS
6 1. The Commission has registered Mr. Reid since April 22, 2009. Mr. Reid's current
7 Charter School Registry was issued April 22, 2009 and expires on April 22, 2012.
8 During alt relevant times Mrs Reid was employed by the Leadership & Entrepreneurship
9 Public Charter School (LEP High).
10 2. In February of 2007 Mr. Reid applied for a Charter School Registry. The Commission
11 informed Mr. Reid that his application was incomplete, but Mr. Reid claims that he did
12 not receive notice from the Commission. He did not remedy the deficiency in his
13 application materials until April of 2009. Mr, Reid taught at LEP High from August of
14 2006 until April of 2009 without a Charter School Registration,

26 Mr. Reid taught for approximately two and a half years without registration, as described
27 in paragraph 2 above. This conduct constitutes Gross Neglect of Duty in violation of OAR 584-
28 020-0040(4)(q). The Commission's authority to impose discipline in this matter is based upon
29 ORS 342.175. This conduct constitutes gross neglect of duty in violation of ORS 342.175(1)(b);

1 OAR 584'020»0040(4)(r) (Knowingly working without a license) and OAR 584-020—0040(4)(n) as
2 it incorporates OAR 584-020-0010(5) (Use professional judgment).
3 ORDER
4 The Commission adopts and incorporates herein the above findings of fact and
5 conclusions oi law, and based thereon, Suspends the Charter School Registry of Adam
6 Gregg Reid for a period of three (3) months fr rn the effective date of this order.
