7 On August 30, 2011, the Commission referred Hunter Moon Currey (Currey), to
8 investigation for teaching without a License or Charter School Registry.
9 After review of the matters alleged, Currey and the Commission agree that their
10 respective interests, together with the public interest, are best servev uy a stipulation to
1 1 certain facts and the imposition of a public reprimand.
12 By signing below, Currey acknowledges, understands, stipulates, and agrees to
1 3 the following: (i) he has been fully advised of his rights to notice and a hearing to contest
14 the findings of fact, conclusions of law, and order set forth below, and fully and finally
15 waives all such rights and any rights to appeal or otherwise challenge this Stipulation of
16 Facts and Final Order of Suspension (Stipulation and Final Order); (ii) this Stipulation
17 and Final Order is a public document and disclosed to the public upon request by the
18 Commission; (iii) this Stipulation and Final Order is contingent upon and subject to
19 approval and adoption by the Commission. If the Commission does not approve and
20 adopt this Stipulation and Final Order, then neither Currey nor the Commission are
21 bound by the terms herein; (iv) he has fully read this Stipulation and Final Order, and
22 understands it completely; (v) he voluntarily, without any force or duress, enters into
23 this Stipulation and Final Order and consents to issuance and entry of the Stipulated
24 Final Order below; (vi) he states that no promise 0r representation has been made to
25 induce him to sign this Stipulation and Final Order; and (vii) he has consulted with an
26 attorney regarding this Stipulation and Final Order and has been fully advised with
27 regard to his rights thereto, 0r waives any and all rights to consult with an attorney prior
28 to entering into this Stipulation and Final Order and issuance and entry of the Stipulated
29 Final Order below.

31 STIPULATION OF FACTS
32 1. Hunter Moon Currey has been licensed by the Commission since May 5, 2007. Currey
33 currently holds a Charter School Registry, with an endorsement in Multiple Subjects Self
34 Contained (ECE/ELE), issued October 19, 2011 and valid through October 19, 2014.
35 Currey’ s Initial I Teaching License was issued November 3, 2008 and expired December

1 22, 2010.During all relevant times Currey was employed by the Cascade Heights Public
2 , . Charter School.
3 2. On April 13, 2011, the Commission was informed, by Currey’s self-reporting; that he had
4 been teaching under an expired license. Currey allowed his license to expire 0n
5 December 22, 2010. The Commission did not receive a renewal application for Currey’s
6 expired Initial I Teaching License, but did receive Currey’s application for a Charter
7 School Registration on April 13, 2011.
8 3. On July 8, 2011 the Commission informed Currey that his application was incomplete.
9 Currey remedied the deficiency in his application packet and was issued a Charter School
1O Registration on October 19, 2011.
1 1 4. The Commission’s investigation determined that Currey continued to work without a
12 valid license/ registration, despite receiving multiple notices, during his application
13 process and without applying for an emergency license, for a period 0f ten (10) months.
14 5. Currey has acknowledged his error in allowing his license to lapse and TSPC
1 5 acknowledges that Currey has worked with Commission staff to reach a reasonable
16 resolution of this matter with the least burden possible for both parties.

26 CONCLUSION OF LAW
27 Hunter Moon Currey taught at the Cascade Heights Public Charter School
28 without a Charter School Registry or valid teaching license, despite receiving multiple
29 notices, from December 22, 2010 until October 19, 2011. This conduct constitutes gross
30 neglect of duty in violation of OAR 584-0 20-004o(4)(n) as it incorporates OAR 584-
31 o20-0010(5) (Use professional judgment); and OAR 584-020-0040(4)(r) (Knowingly
32 working without a license)Q/

5 The Commission adopts and incorporates herein the above findings of fact and
6 conclusions of law, and based thereon, imposes a Public Reprimand on Hunter Moon
7 Currey’s Charter School Registration.
