H ECE IVED , OCT 2 , 1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSI- ‘ Teacher Standards & i 2 OF THE STATE OF OREGON Pm C0mmi8$i°fl ‘ 3 In the Matter of the ) STIPULATION OF FACTS AND 4 Educator License of ) FINAL ORDER OF PUBLIC 5 STEPHANIE ANNE OSTLUND ) REPRIMAND AND PROBATION E7S On or about December 12, 2012, the Teacher Standards and Practices 8 Commission (Commission) received a report from the North Clackamas School District 9 indicating possible professional misconduct by Stephanie Anne Ostlund (Ostlund) when 1 O she provided a student the questions and answers to a reading test. 1 1 After review of the matters alleged, Ostlund and the Commission agree that their 12 respective interests, together with the public interest, are best served by a stipulation to 13 certain facts and the imposition of a public reprimand with a four year probation period. 14 By signing below, Ostlund acknowledges understands, stipulates, and agrees to 15 the following: (i) she has been fully advised of her rights to notice and a hearing to 16 contest the findings of fact, conclusions of law, and order set forth below, and fully and 1 7 finally waives all such rights and any rights to appeal or otherwise challenge this 18 Stipulation of Facts and Final Order of Public Reprimand and Probation (Stipulation and 19 Final Order); (ii) this Stipulation and Final Order is a public document and disclosed to 20 the public upon requst by the Commission; (iii) this Stipulation and Final Order is 21 contingent upon and subject to approval and adoption by the Commission. If the 22 Commission does not approve and adopt this Stipulation and Final Order, then neither 23 Ostlund nor the Commission are bound by the terms herein; (iv) she has fully read this 24 Stipulation and Final Order, and understands it completely; (v) she voluntarily, without 25 any force or duress, enters into this Stipulation and Final Order and consents to issuance 26 and entry of the Stipulated Final Order below; (vi) she states that no promise or 27 representation has been made to induce her to sign this Stipulation and Final Order; and 28 (vii) she has consulted with an attorney regarding this Stipulation and Final Order and 29 has been fully advised with regard to her rights thereto, or waives any and all rights to 30 consult with an attorney prior to entering into this Stipulation and Final Order and 31 issuance and entry of the Stipulated Final Order below. 32 / / / 33 / / / 34 / / / Page 1 STIPULATION 0F FACTS AND ORDER OF REPRIMAND - OSTLUND, STEPHANIE ANNE 1 ST IPULATION OF FACI‘ S 2 1. The Commission has licensed Stephanie Anne Ostlund since May 7, 2008. 3 Ostlund’s current Initial II Teaching License with endorsements in Language Arts 4 (HS, ML), Multiple Subjects (MIDLVL), and Middle School Social Studies (ML), 5 was issued on December 4, 2011, and expires on December 3, 2014. During all 6 relevant times, Ostlund was employed by the North Clackamas School District. 7 2. On December 12, 2012, the Commission received a report from the North 8 Clackamas School District indicating Ostlund had violated professional standards 9 involving twting improprietits by providing a student with the answers to a test 1O District and Commission investigations determined that on or about December 4, 1 1 2012, while monitoring a study hall, Ostlund improperly provided a student both 12 the questions and answers to an online reading exam on the Accelerated Reader 13 program by Renaissance Learning. The Accelerated Reader Program is not a 14 State mandated testing program. The Commission adopts and incorporates herein the above findings of fact and 8 conclusions of law, and based thereon, imposes a Public Reprimand on Stephanie 9 Anne Ostlund’s Educators License; 10 2. Ostlund is hereby placed on probation for a period of four (4) years from the date 1 1 this order is signed by the Commission subject to the following conditions: 12 a.
