1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON 3 In the Matter of the ) STIPULATION OF FACTS AND 4 Educator license of: ) FINAL ORDER OF 5 ) REPRIMAND 6 DONALD BRUCE CRAWFORD ) AND PROBATION g In December 2011, the Teacher Standards and Practices Commission 9 (Commission) learned that Donald Bruce Crawford (Crawford) was working as an 10 administrator on an expired license when Crawford called TSPC to inquire about the 1 1 status of his license after learning from the TSPC website that it had expired. This 12 prompted a referral investigation of the licensure of Crawford, an administrator at the 13 ’ Arfl'iur Academy Public Charter School. 14 After review of the matters alleged, Crawford and the Commission agree that 15 their respective interests, together with the public interest, are best served by a 16 stipulation to certain facts, the imposition of a public reprimand on his Educators 1 7 Licensure followed by a two (2) year probation and monitoring period. 18 By signing below, Crawford acknowledges, understands, stipulates, and agrees to 19 the following: (i) he has been fully advised of his rights to notice and a hearing to contest 20 the findings of fact, conclusions of law, and order set forth below, and fully and finally 21 waives all such rights and any rights to appeal or otherwise challenge this Stipulation of 22 Facts and Final Order of Reprimand and Probation (Stipulation and Final Order); (ii) 23 this Stipulation and Final Order is a public document and disclosed to the public upon 24 requesthy the Commission; (iii) this Stipulation and Final Order is contingent upon and 25 subject to approval and adoption by the Commission. Ifthe Commission does not 26 approve and adopt this Stipulation and Final Order, then neither Crawford nor the 27 Commission are hound by the terms herein; (iv) he has fully read this Stipulation and 1 28 Final Order, and understands it completely; (v) he voluntarily, without any force or 1 29 duress, enters into this Stipulation and Final Order and consents to issuance and entry of 1 30 the Stipulated Final Order below; (vi) he states that no promise or representation has 31 been made to induce him to sign this Stipulation and Final Order; and (vii) he has 1 32 consultedwithanattorneyregardingthis Stipulation andFinalOrderandhasbeenfully 1 33 advised with regard to his rights thereto, or waives any and all rights to consult with an ‘ 34 attorney prior to entering into this Stipulation and Final Order and issuance and entry of Page 1 PROPOSED S'I'IPULATION OF FACTS AND ORDER OF REPRIMAND AND PROBATION- CRAWFORD, DONALD ‘ TSPC om Classification Level: 3 _ Confidmtial 1 1 the Stipulated Final Order below. Crawford understands that the probation will be 2 subject to specific terms and conditions 3 STIPULATION OF FACTS 4 1. Crawford was issued an Emergency Charter School Registry for Administrator 5 registration on January 24, 2011 valid through April30, 2011. Subsequently 6 Crawfordwas issued a Charter School Registry for Administrator, issued on 7 January 3, 2012, expires on January 3, 2015. During all relevant times, Crawford 8 was employed by the Arthur Academy Public Charter Sdmol. 9 2. According to a PEER form received by TSPC on December 12, 2011, Crawford had 1 0 worked as the Executive Director for the Arthur Academy from September 2010, 1 1 until being issued an Emergency license on January 24, 2011, without a valid 12 license or registration as required. TSPC acknowledged receiving materials 13 related to Crawford's application on October 15, 2010. 14 3. Crawford also worked as a charter school administrator without a valid 15 registration or licensure from May 1, 2011 through January 3, 2012. 16 4. Crawford was issued an Emergency Administrator License, valid from January 17 24, 2011, until April 3o, 2011, to allow him time to take and pass the required 18 ORELA civil rights exam. Crawford was advbed in writing to, ‘Please contact our 19 oflioeassoonasyoureceiveyourscorereportfortheaboveemm”OnMarch7, 20 2011, Crawford received an email from TSPC stating that TSPC received 21 Crawford's ORELA Test Scores. Crawford failed to expressly advise TSPC that he 22 had passed the test, because he assumed that the scores were electronically 23 reported to TSPC and would be automatically applied to his account and pending 24 application for Charter School Registry. 25 5. Hewillensnreheisalwaysproperlylioenscdorregisteredasrequiredbylaw 1 7 and Commission rule. 1 8 2. He will comply with the Standards for Competent and Ethical Performance of 19 .
