6 On or about May 24, 2016, the Teacher Standards and Practices Commission (Commission)

7 received a report from the Umatilla School District, indicating possible misconduct related to

8 Alexander Ahlgren’s (Ahlgren) classroom management.

9 After review of the matters alleged, Ahlgren and the Commission agree that their respective
1O interests, together with the public interest, are best served by a stipulation to certain facts, and the
1 1 imposition 0f a thirty (3o) day suspension of Ahlgren’ Oregon educator license.
12 This document sets forth the facts upon which the parties have agreed and the stipulated
13 sanction to be imposed. Ahlgren stipulates that there is sufficient evidence in the Commission’s files
14 and records to support the findings of fact, conclusions of law, and order set forth below.
15 By signing below, Ahlgren acknowledges, understands, stipulates, and agrees to the following:
16 (i) he has been fully advised of his rights to notice and a hearing to contest the findings of fact,
1 7 conclusions of law, and order set forth below, and fully and finally waives all such rights and any rights
18 to appeal or otherwise challenge this Stipulation 0f Facts and Final Order of Suspension (Stipulation
19 and Final Order); (ii) this Stipulation and Final Order is a public document and disclosed to the public
20 upon request by the Commission; (iii) this Stipulation and Final Order is contingent upon and subject
21 to approval and adoption by the Commission. If the Commission does not approve and adopt this
22 Stipulation and Final Order, then neither Ahlgren nor the Commission are bound by the terms herein;
23 (iv) he has fully read this Stipulation and Final Order, and understands it completely; (v) he
24 voluntarily, without any force or duress, enters into this Stipulation and Final Order and consents to
25 issuance and entry 0f the Stipulated Final Order below; (vi) he states that no promises or
26 representation has been made to induce him t0 sign this Stipulation and Final Order; and (vii) he has
27 consulted with an attorney regarding this Stipulation and Final Order and has been fully advised with

1 regard to his rights thereto, or waives any and all rights t0 consult with an attorney prior to entering
2 into this Stipulation and Final Order and issuance and entry of the Stipulated Final Order below.
3 STIPULATION OF FACTS
4 1) The Commission has licensed Ahlgren since October 16, 2015. Ahlgren holds a Restricted
5 Substitute Teaching License, with an endorsement in Substitute Any Specialty (PP-12), valid from
6 October 16, 2015, through June 30, 2016. On June 24, 2016, Ahlgren made timely application for
7 renewal of his license and the expiration was stayed pending the outcome of the Commission‘s
8 investigation. During all relevant times, Ahlgren was employed by the Umatilla School District.
9 2) On May 24, 2016, the Commission received a district report alleging Ahlgren had violated
1O professional standards related to classroom management. Investigation identified the following
1 1 examples of unprofessional conduct:
12 - On or about May 9, 2016, while providing substitute services in a music classroom at Clara
13 Brownell Middle School, Ahlgren lost control of a disruptive class of students. The students
1 4 were talking and not following direction. In frustration, Ahlgren knocked over a music
1 5 stand. Ahlgren raised his voice at the students, told them to “shut up”, and referred to the
16 students as “idiots” and “smart asses”. Ahlgren repeatedly, and inappropriately tapped
17 student EH on the shoulder area when she attempted to stand up in class.

19 At the time of the incident, Ahlgren did not have the benefit of a Teacher Preparation Program or
20 student teaching experience. Ahlgren had a few hours of training on “Safe-Schools” and “Civil
21 Rights” but had no training on classroom management techniques. Ahlgren has since participated
22 in coursework related to classroom management and other key areas of his teacher preparation
23 program. The Umatilla School District removed Ahlgren from their substitute teacher list. Ahlgren
24 continued to provide substitute teaching services to other school districts without any additional
25 known issues.

2 CONCLUSIONS OF LAW
3 The above described conduct that Alexander Olavi Ahlgren engaged in constitutes gross
4 neglect of duty in violation of ORS 342.175(1)(b); OAR 584-020-0040(4)(n) as it incorporates OAR
5 584-020-0010(1) (Recognize the worth and dignity of all persons and respect for each individual),
6 OAR 584-020-0010(5) (Use professional judgment), OAR 584-020-0020(2)(d) (Skill in the
7 supervision of students), OAR 584'020—0025(2)(a) (Establishing and maintaining classroom
8 management that is conducive to learning); and OAR 584-020-0025(2)(e) (Using district lawful and
9 reasonable rules and regulations).
1O The Commission’s authority to impose discipline in this matter is based upon ORS 342.175.

1 2 ORDER
13 The Commission hereby adopts and incorporates herein the above stipulation of facts,
14 conclusions of law, and based thereon hereby imposes a thirty (30) day suspension upon Ahlgren’s
15 Oregon educator license as follows:
16 Alexander Olavi Ahlgren’s Oregon educator license is hereby suspended for thirty (30) days
17 following the adoption of this order.
