5 DARREN PATRICK HUDGINS ) ORDER OF REVOCATION

6 On or about April 24, 2007, the Teacher Standards and Practices Commission

7 (Commission) received a report from Jeremy Lyon, Superintendent, Hillsboro School District,

8 indicating that Darren Patrick Hudgins (Hudgins) may have engaged in an inappropriate

9 relationship with a student.
10 Mr. Hudgins has fully cooperated with the TSPC investigation. After review of the
11 matters alleged, Mr. Hudgins and the Commission agree that their respective interests, together
12 with the public interest, are best served by a stipulation to certain facts and a surrender of her
13 teaching license pursuant to OAR 584-020-0027.
14 This Order sets forth the facts upon which the parties have stipulated and the sanction to
15 be imposed. Mr. Hudgins stipulates that there are sufficient facts contained in the
16 Commission's files and records to support the findings of fact and conclusions of law set forth
17 below. In entering into this stipulation, Mr. Hudgins waives the right to a hearing to contest the
18 findings of fact, conclusions of law and Order set forth below. Mr. Hudgins understands that
19 upon surrender the Commission will revoke his teaching license.
20 This stipulation is contingent upon approval and adoption of the Order by the
21 Commission. If the Commission does not adopt this Order, neither Mr. Hudgins nor the
22 Commission are bound by these stipulations and Mr. Hudgins retains all rights to a hearing on
23 the allegations.
24 STIPULATION OF FACTS
25 1. The Commission has licensed Mr. Hudgins since December 16, 1998. He currently
26 holds a Basic Teaching License with a Basic Social Studies Endorsement, issued March 18,
27 2005, valid through March 17, 2008.

1 2. Mr. Hudgins was employment with the Hillsboro School District until his resignation
2 April 25, 2007. Mr. Hudgins served as a Social Studies Teacher at Glencoe High School.
3 3. Mr. Hudgins failed to maintain an appropriate professional student-teacher
4 relationship with a student at Glencoe High School. Mr. Hudgins acknowledges that his email
5 communication with the student was inappropriate.

12 CONCLUSION OF LAW
13 Daren Patrick Hudgins failed to maintain a professional student-teacher relationship with
14 a student at Glencoe High School. This constitutes Gross Neglect of Duty in violation of OAR
15 584020-0040(4)(o) as it incorporates OAR 584-020-0035(1)(c)(A). The Commission's authority
16 to impose discipline in this matter is based upon ORS 342.175.
17 ORDER
18 The Commission accepts the surrender of Darren Patrick Hudgins’s Basic Teaching
19 License and hereby revokes said license.
