6 On April 9, 2007, the Teacher Standards and Practices Commission (Commission) received a

7 report from Randal Gravon, Superintendent, Central Point School District, indicating that Sandra

8 Marie Bayless (Bayless) failed to maintain an appropriate professional student-teacher relationship.

9 Ms. Bayless fully cooperated with the Commission's investigation. After review of the matters
10 alleged, Ms. Bayless and the Commission agree that their respective interests, together with the
11 public interest, are best served by a stipulation to certain facts and a public reprimand.
12 This document sets forth the facts upon which the parties have agreed and the stipulated
13 sanction to be imposed. Ms. Bayless stipulates that there is sufficient evidence in the Commission’s
14 files and records to support the findings of fact, conclusions of law, and order set forth below.
15 By signing below, Ms. Bayless acknowledges, understands, stipulates, and agrees to the
16 following: (i) she has been fully advised of her rights to notice and a hearing to contest the findings of
17 fact, conclusions of law, and order set forth below, and fully and finally waives all such rights and any
18 rights to appeal or otherwise challenge this Stipulation of Facts and Final Order of Reprimand
19 (Stipulation and Final Order); (ii) this Stipulation and Final Order is a public document and disclosed to
20 the public upon request by the Commission; (iii) this Stipulation and Final Order is contingent upon
21 and subject to approval and adoption by the Commission. If the Commission does not approve and
22 adopt this Stipulation and Final Order, then neither Ms. Bayless nor the Commission are bound by the
23 terms herein; (iv) she has fully read this Stipulation and Final Order, and understands it completely;
24 (v) she voluntarily, without any force or duress, enters into this Stipulation and Final Order and
25 consents to issuance and entry of the Stipulated Final Order below; (vi) she states that no promises or
26 representation has been made to induce her to sign this Stipulation and Final Order; and (vii) she has
27 consulted with an attorney regarding this Stipulation and Final Order and has been fully advised with
28 regard to her rights thereto, or waives any and all rights to consult with an attorney prior to entering

1 into this Stipulation and Final Order and issuance and entry of the Stipulated Final Order below. This
2 Order sets forth the facts upon which the parties have agreed and the sanction to be imposed. Ms.
3 Bayless stipulates that there are sufficient facts contained in the Commission’s files and records to
4 support the findings of fact and conclusions of law set forth below. In entering into this stipulation, Ms.
5 Bayless waives the right to a hearing to contest the findings of fact, conclusion of law and order set
6 forth below.
7 STIPULATION OF FACTS
8 1. Ms. Bayless has been licensed by the Commission since January 7, 2000.
9 Ms. Bayless currently holds an Initial l Teaching License valid April 9, 2006, through
10 April 8, 2010, with endorsements in General Business, Health Education and Multiple Subjects.
11 2. Ms. Bayless taught at the Crater Senior High School, Jackson County School District. Ms. ‘
12 Bayless resigned from her position with the District effective March 19, 2007. i
13 3. During the 2006-2007 school year Ms. Bayless corresponded with a student by email. The
14 content of these messages was inappropriate for a student-teacher relationship.

22 CONCLUSIONS OF LAW
23 Sandra Marie Bayless failed to maintain an appropriate professional student-teacher
24 relationship by demonstrating or expressing professionally inappropriate interest in a student's
25 personal life. This conduct is a violation of OAR 584-020-0040(4)(o) as it incorporates OAR 584-020-
26 0035(1)(c)(A). The Commission has the authority to impose discipline in this matter under ORS
27 342.120 through 342.430 and OAR Chapter 584.

1 FINAL ORDER
2 The Commission adopts and incorporates herein the above finding of facts, conclusions of
3 law, and based thereon, imposes a Public Reprimand on Sandra Marie Bayless. This Order shall
4 serve as the Public Reprimand.
