1 BEFORE THE TEACHERS AND STANDARDS AND PRACTICES COMMISSION ‘ 2 OF THE STATE OF OREGON . 3 \ 4 In the Matter of the ) STIPULATION OF FACTS f 5 Teaching License of ) AND ORDER OF PROBATION 6 JEFFREY STRONG ) 7 ) 8 9 On August 25, 1999, the Teacher Standards and Practices Commission informed Jeffrey Strong 10 that the Commission found sufficient evidence of violation of Standards for Competent and 11 Ethical Performance of Oregon Educators to warrant a hearing regarding Mr. Strong's May 22, 12 1999 arrest for DUII. Before a hearing date was set, the parties have agreed that their 13 respective interest and the interests of the State are best served by a Stipulation of Facts and 14 Order of Probation as set forth below. 15 16 STIPULATION OF FACTS 17 18 1. Jeffrey Strong graduated from Linfield College on May 30, 1999 with a major in 19 mathematics. 20 21 2. On September 3, 1996, Strong completed the State Department of Education Form for 22 Criminal History Verification for fingerprinting and registration for student teaching and 23 practica and answered "no" to the eleven character questions on that form. Thus, 24 Strong was aware that any conviction for felony, misdemeanor or major traffic violation 25 would be considered upon application for licensure. Strong's fingerprints cleared FBI 26 on January 29, 1999. . 27 ‘\ 28 3. On May 22, 1999, Strong was arrested for DUII. . 29 3O 4. On June 2, 1999, Strong pled "guilty" to the charge and was permitted to enter a 31 diversion agreement to run for one year. 32 33 5. Strong reported this incident to faculty at Linfield College where he was enrolled in 34 student teaching in math education. 35 36 6. Strong answered "yes" to character questions 8 and 10 on his application for licensure 37 Form C-l, dated June 14, 199. He provided a written explanation and court record. 38 39 7. On August 20, 1999, the Dalles School District requested issuance of the Basic License 40 to Strong with expedited service, but the file was referred to the Executive Director 41 because of the recent conviction, hence the application was held pending signatures on 42 this Stipulation of Facts. 43 44 8. Mr. Strong was required by the court to attend an alcohol diagnostic assessment to 45 determine the possible existence of an alcohol problem. Mr. Strong has completed this 46 assessment. 47 48 9. Mr. Strong is also required to complete a program of treatment indicated as necessary 49 by the diagnostic assessment. Mr. Strong has not begun this program but has 50 indicated his commitment to begin this program in September 1999 and continue to 51 completion. Mr. Strong shall bc1placed on Proban'on from Sepember 17, 19819 38 through June 2, 2000.
