1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMlVHSSION V 2 OF THE STATE OF OREGON 3 In the Matter of the ) STIPU'LATION OF FACTS AND 4 Educator License of ) FINAL ORDER OF 5 CHERI RASMUSSEN ) PUBLIC REPRIMAND ‘1’ 8 On or about March 20, 2017, the Teacher Standards and Practices Commission 9 (Commission) received a report from Crook County School District (CCSD), advising that 1O Cheri Rasmussen (Rasmussen) may have violated professional standards. 1 1 After review of the matters alleged, Rasmussen and the Commission agree that 12 their respective interests, together with the public interest, are best served by a 1 3 stipulation to certain facts and the imposition of a public reprimand. 14 This Order sets forth the facts upon which the parties have agreed and the 1 5 sanction to be imposed. Rasmussen stipulates that there are sufficient facts contained in 16 the Commission’s files and records to support the findings of fact and conclusions of law 1 7 set forth below. In entering into this stipulation, Rasmussen waives the right to a 18 hearing to contest the findings of fact, conclusions of law and order set forth below. 1 9 By signing below, Rasmussen acknowledges, understands, stipulates, and agrees 20 to the following: (i) she has been fully advised of her rights to notice and a hearing to 21 contest the findings of fact, conclusions of law, and order set forth below, and fully and 22 finally waives all such rights and any rights to appeal or otherwise challenge this 23 Stipulation of Facts and Final Order of Public Reprimand (Stipulation and Final Order); 24 (ii) this Stipulation and Final Order is a public document and disclosed to the public 25 upon request by the Commission; (iii) this Stipulation and Final Order is contingent 26 upon and subject to approval and adoption by the Commission. If the Commission does 27 not approve and adopt this Stipulation and Final Order, then neither Rasmussen nor the 28 Commission are bound by the terms herein; (iv) she has fully read this Stipulation and 29 Final Order, and understands it completely; (v) she voluntarily, without any force or 3O duress, enters into this Stipulation and Final Order and consents to issuance and entry of 31 the Stipulated Final Order below; (vi) she states that no promise or representation has 32 been made to induce her to sign this Stipulation and Final Order; and (vii) she has 33 consulted with an attorney regarding this Stipulation and Final Order and has been fully 34 advised with regard to her rights thereto, or waives any and all rights to consult with an Page 1 STIPULATION OF FACTS AND ORDER OF PUBLIC REPRIMAND- CHERI RASMUSSEN 1 attorney prior to entering into this Stipulation and Final Order and issuance and entry of 2 the Stipulated Final Order below. 3 STIPULATION OF FACTS 4 1. The Commission has licensed Rasmussen since August 24, 1983. Rasmussen i 5 holds a Professional Administrator License, with an endorsement in 6 Administrator (PK-12), valid from November 22, 2016, through November 30, 7 2021. Rasmussen also holds a Standard Teaching License, with endorsements in 8 Basic Mathematics (018); Basic Health Education (018); and Basic Physical 9 Education (018), valid from December 1, 2014, through November 30, 2019. 1 O During all relevant times, Rasmussen was employed by the Crook County School 1 1 District (CCSD) as Principal of the Crooked River Elementary School. 1 2 1 3 2. On March 20, 2017, the Commission received a report from CCSD advising that 14 Rasmussen may have violated professional standards. Specifically, that 1 5 Rasmussen falsified employee evaluation materials. Subsequent investigation 1 6 determined that during the spring of 2016, while conducting educator 17 observations, Rasmussen duplicated her observation of one educator and applied 18 it to another educator. These observations are part of the employee evaluation 1 9 process and were made part of the employee’s TalentED evaluation program. 20 CCSD found Rasmussen’s misrepresentation of the observation data as well as 21 the fact she failed to properly conduct pre and post observation meetings, a 22 violation of district policy on employee evaluations. During the investigation, 23 Rasmussen advised district officials that she had falsified the materials 24 deliberately in an attempt to test if anyone was paying attention.
