1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION Q OF THE STATE OF OREGON 3 In the Matter of the ) STIPULATION OF FACTS, 4 Teaching License of ) ORDER OF SUSPENSION 5 LOREN EUGENE BEBB ) AND PROBATION 6 On or about December 5, 2005, the Teacher Standards and Practices Commission 7 (Commission) received a report from Kevin Purnell, Superintendent, Prairie City School District, 8 indicating that Loren Eugene Bebb (Bebb) allowed students to go on an unauthorized field trip 9 into the John Day Fossil Beds National Monument, a designated closed area, and remove 10 fossilized specimens. 1 1 Mr. Bebb fully cooperated with the Commission’s investigation. After review of the 12 matters alleged, Mr. Bebb and the Commission agree that their respective interests, together 13 with the public interest, are best served by a stipulation to certain facts and the imposition of a 4 thirty (30) day suspension of licensure followed by an eighteen (18) month period of probation d upon reinstatement of Licensure. 16 This Order sets forth the facts upon which the parties have agreed and the sanction to 17 be imposed. Mr. Bebb stipulates that there are sufficient facts contained in the Commission’s 18 files and records to support the findings of fact and conclusion of law set forth below. ln 19 entering into this stipulation, Mr. Bebb waives the right to a hearing to contest the findings of 20 fact, conclusions of law and order set forth below. Mr. Bebb understands that the probation will 21 be subject to specific conditions. 22 This stipulation is contingent upon approval and adoption of the Order by the 23 Commission. lf the Commission does not adopt this Order, neither Mr. Bebb nor the 24 Commission'are bound by these Stipulations and Mr. Bebb retains all rights to a hearing on the 25 allegations. Mr. Bebb holds 3 a Standard Teaching License issued November 14, 2003, valid through December 16, 2008, 4 with endorsements in Basic Language Arts, Basic Reading, Basic Social Studies and Standard 5 Handicapped Learner. 6 2. Mr. Bebb has been employed by the Prairie City School District beginning in June of 7 1981 to present. 8 3. On October 12, 2005, Mr. Bebb took his students on an unauthorized trip to the 9 Painted Hills Unit of the John Day Fossil Beds National Monument where they trespassed on 1O federal property and where fossils were collected from the restricted area. This misconduct constitutes Gross 25 Neglect of Duty. The Commission's authority to impose discipline in this matter is based upon 26 ORS 342.175. . /// Page 2 STIPULATION OF FACTS, ORDER OF SUSPENSION AND PROBATION . BEBB t 1 ORDER Q Loren Eugene Bebb’s Standard Teaching License is suspended for a period of thirty (30) I 3 days effective August 4, 2005. At the end of this suspension period, Mr. Bebb’s Standard 4 Teaching License will be reinstated upon submission of a complete application and fees 5 pursuant to OAR 584-050-0015(3). 6 Upon the reinstatement of licensure, Mr. Bebb shall be placed on probation by the 7 Commission for a period of eighteen (18) months, subject to the following conditions: 8 1. Mr. Bebb shall report in writing within ten days to the Executive Director of the 9 Commission any arrest or citation for any felony, misdemeanor, major traffic violation or 10 violation of criminal probation; and 11 2.
