5 BRUCE ALAN WILBUR ) ORDER OF REVOCATION
6 On March 11, 2005, the Teacher Standards and Practices Commission (Commission)
7 received a report from Wayne Travillion, Director of Human Resources, Reynolds School
8 District indicating that Bruce Alan Wilbur (Wilbur) engaged in an inappropriate touching of I
9 middle school students.
10 After review of the matters alleged, Mr. Wilbur and the Commission agree that their
1 1 respective interests, together with the public interest, are best served by a stipulation to certain
12 facts and surrender of his teaching license as per OAR 584-050-0027.
13 This Order sets forth the facts upon which the parties have agreed and the sanction to
4 be imposed. Mr. Wilbur stipulates that there are sufficient facts contained in the Commission's
¢ files and records to support the findings of fact and conclusions of law set forth below. In
16 entering into this stipulation, Mr. Wilbur waives the right to a hearing to contest the finding of
17 fact, conclusion of law and order set forth below. Mr. Wilbur understands that the Commission
18 will revoke his teaching license.
19 This stipulation is contingent upon approval and adoption of the Order by the
20 Commission. If the Commission does not adopt this Order, neither Mr. Wilbur nor the
21 Commission are bound by these Stipulations and Mr. Wilbur retains all rights to a hearing on the
22 allegations.
23 STIPULATION OF FACTS
24 1. The Commission has licensed Mr. Wilbur since May 20, 1999. On August 2, 2002,
25 the Commission issued Mr. Wilbur an Initial Teaching License endorsed in Basic Mathematics
6 and Multiple Subjects Self-Contained valid through August 10, 2006.
6.7 2. Mr. Wilbur began teaching for Reynolds School District on August 28, 2000.

1 On March 10, 2005, the District placed Mr. Wilbur on administrative leave. Mr. Wilbur resigned
.2 by agreement on November 28, 2005.
3 3. Mr. Wilbur failed to maintain appropriate student-teacher relationships and engaged
4 in physical conduct toward female students attending H.B. Lee Middle School thereby creating
5 an intimidating, hostile or offensive educational environment.
6 4. On April 11, 2005, for such conduct, the Multnomah District Attorney's Office charged
7 Mr. Wilbur with 24 counts of Harassment (offensive physical contact).
8 5. On November 1, 2005, Mr. Wilbur pied guilty and was convicted of two counts of
9 Harassment, ORS 166.065, in the Circuit Court for the State of Oregon for Multnomah County,
1O all other counts were dismissed. The court sentenced Mr. Wilbur to 36 months probation;
1 1 ordered no contact with any minor victims; ordered no contact with any minor females without
12 prior written approval from his probation officer; and required a psychosexual evaluation.

20 CONCLUSIONS OF LAW
21 Bruce Alan Wilbur engaged in sexual conduct with female students in violation of OAR
22 584-020-0040(4)(f). This misconduct constitutes Gross Neglect of Duty. Mr. Wilbur’s
23 convictions for Harassment, ORS 166.065, constitute Gross Unfitness pursuant to OAR 584- I
24 020-0040(5)(e) and OAR 584-020-0040(5)(c). The Commission's authority to impose discipline I
25 in this matter is based upon ORS 342.175.

2 The Commission accepts the surrender of the Initial Teaching License of Bruce
3 Alan Wilbur and hereby revokes said license.
