9 On July 20, 1999, the Teacher Standards and Practices Commission informed Marie-Catherine
10 Letendre that the Commission found sufficient evidence of violation of Standards for
11 Competent and Ethical Performance of Oregon Educators to warrant a hearing regarding her
12 falsification of documents related to her employment as an educator. Ms. Letendre requested a
13 hearing on the allegations, but before a hearing date was set, the parties have agreed that their
14 respective interest and the interests of the State are best served by a Stipulation of Facts and
15 Order of Revocation as set forth below.

17 STIPULATION OF FACTS

19 l. Marie-Catherine Letendre holds a Standard License endorsed for French and valid from
20 February 6, 1998 to March 22, 2003.

22 2. On or about July 21, 1998, Marie-Catherine Letendre submitted an application for
23 employment with the Archdiocese of Portland upon which she falsely stated she held a
24 master's degree.

26 3. In February 1999, Letendre submitted a counterfeit Portland State University diploma
27 to her employer (Archdiocese of Portland) to cover her signed application for .
,f i 28 employment that stated she earned a MA in French Education from PSU in 1985.

31 Marie-Catherine Letendre enters into this Stipulation of Facts with knowledge that the Teacher
32 Standards and Practices Commission will revoke her Oregon Teaching License. This
33 Stipulation is contingent upon approval and adoption of the Order by the Commission. If the
34 Commission does not adopt this Order, neither Ms. Letendre nor the Commission are bound by 1
35 these stipulations and she retains all rights to a hearing on the allegations. ‘

3 Marie-Catherine Letendre violated Standards of Competent and Ethical Performance for Oregon
4 Educators by claiming to have a Masters of Arts degree from Portland State University and by
5 attempting to cover that assertion with a counterfeit diploma.

7 CONCLUSIONS OF LAW

9 Under ORS 342.175 and OAR 584, Division 020 false statements and forged official documents
10 are grounds for a finding of gross neglect of duty.

14 The Commission revokes the Oregon Teaching License of Marie-Catherine Letendre for
15 falsification of documents related to her employment as an educator.
