9 On December 2, 1997 the Teacher Standards and Practices Commission issued a
10 Standard Teaching License with to Larry A. Peterson, contingent upon clearance of the
11 fingerprint cards submitted with his application. Mr. Peterson's fingerprint cards were
12 rejected by the Oregon State Police or the FBI. Mr. Peterson has been notified at least
13 twice by U.S. Certified Mail-~Return Receipt Requested and U.S. First Class Mail that
14 new prints are required for resubmission, but he has not responded to the re-requests.

16 FINDINGS OF FACT

18 l. Larry A. Peterson applied for renewal of licensure and was issued a Standard
19 Teaching License pending clearance of fingerprints by the Oregon State Police
20 and FBI.

22 2. TSPC informed Peterson by U.S. Certified Mail-~Return Receipt Requested and
23 U.S. First Class Mail that his fingerprint cards had been rejected. The
24 Commission provided at least 21 days for the applicant to respond.

126 3. Peterson has not responded to TSPC notices requesting resubmission of
