1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON 3 4 In the Matter of the ) STIPULATION OF FACTS, 5 Teaching License of ) ORDER OF SUSPENSION (75 TAMI DENISE INGRAM g AND PROBATION 8 On or about September 29, 2000, the Teacher Standards and Practices Commission 9 (Commission) received a report from Skip Liebertz, Superintendent, Willamette Educational 1O Service District indicating that Tami Denise Ingram, a licensed educator, may have violated 11 Standards by becoming involved in an inappropriate relationship with a former student. 12 Ms. Ingram fully cooperated with the Commission's investigation. After review of the 13 matters alleged, Ms. Ingram and the Commission agree that their respective interests, together 14 with the public interest, are best served by a stipulation to certain facts and an Order of . 15 Suspension. This Order sets forth the facts upon which the parties have agreed and the 16 sanction to be imposed. In entering into this stipulation, Ms. Ingram waives the right to a 17 hearing to contest the findings of fact, conclusion of law and order set forth below. Ms. Ingram 18 understands that the Commission will accept the surrender of her teaching license and will 19 suspend her right to apply for reinstatement for one (1) year. Ms. Ingram understandsthat 20 reinstatement of her teaching license after the one-year period of suspension will be subject to 21 specific conditions and a subsequent four (4) year period of probation. 22 STIPULATION 0F FACTS 23 1. The Commission issued a Substitute Teaching License to Ms. Ingram on July 15, 24 1997. On February 26, 1998 the Commission issued a Basic Teaching License with Basic 25 Physical Education and Basic Health Education Endorsements. Both Teaching Licenses 26 expired on March 30, 2001. 27 2. As her first contractual teaching position Ms. Ingram was employed by Willamette 28 Education Service District, assigned to Lord High School in the MacLaren Youth Correction Page 1 STIPULATION OF FACTS, ORDER OF SUSPENSION AND PROBATION 1 Facility, beginning September 1, 1998. Ms. Ingram resigned in lieu of termination on September ’ 2 27, 2000, after it was reported to administration that she was involved in a personal relationship 3 with a former inmate/student of the facility. 4 3. Subsequent to the former student's eighteenth birthday, in violation of Oregon Youth 5 Authority Policy, Ms. Ingram became involved in a sexual relationship with the former male 6 student. 7 4. Ms. Ingram is remorseful for her behavior and acknowledges her behavior was 8 inappropriate. 9 This stipulation is contingent upon approval and adoption of the Order by the 1O Commission. If the Commission does not adopt this Order, neither Ms. Ingram nor the 11 Commission are bound by these Stipulations and Ms. Ingram retains all rights to a hearing on . 12 the allegations. ‘ 13 IT IS SO STIPULATED: 1 .14 , 15 W *MW 16 Tami Denise Ingram Date l; will M 19 David V. Myto Executiv irector Date 20 Teacher Standards and Practices Commission 21 CONCLUSION OF LAW 22 Ms. Ingram violated Standards of Competent and Ethical Performance of Oregon 23 Educators in failing to demonstrate skill in using district lawful and reasonable rules and 24 regulations as set forth in OAR 584-020-0025(2)(e). Her conduct in this matter also 25 demonstrated failure to use professional judgment in violation of OAR 584-020~0010(5) and 26 failure to refrain from exploiting a professional relationship with any student. 27 ORDER 28 The Commission suspends the right of Tami Denise Ingram to apply for reinstatement of '29 an Oregon Teaching License effective July 13, 2001, for a period of one year. At the end of this Page 2 STIPULATION OF FACTS, ORDER OF SUSPENSION AND PROBATION 1 suspension period, Ms. Ingram’ Teaching License shall be reinstated providing she meets the ' 2 following conditions: 3 1. Submission of complete application with required supporting documentation and fees; 4 2. Submission of documentation that she has completed (at her own expense), an 5 intensive education program regarding appropriate boundaries with students, including sexual 6 harassment education conducted by a qualified trainer approved in advance by the 7 Commission. This intensive training shall consist of, at least, five (5) one and one-half (1 1/2) 8 hour sessions. Ms. Ingram shall provide the trainer with a copy of this Order. The program 9 trainer shall provide the Commission with a report of successful program completion; and 1O 3. Submission of documentation that she has undergone an evaluation by a 11 psychotherapist or medical professional acceptable to the Commission. The evaluator shall 12 submit a written report to the Commission attesting (1) Ms. Ingram is fit to work with children 13 and teenagers, and (2) there is a high probability she will not engage in similar inappropriate '14 behavior. Any costs associated with the assessment or treatment will be the responsibility of 15 Ms. Ingram. 16 Upon reinstatement of her teaching license, Ms. Ingram shall be placed on probation 17 for a period of four (4) years and subject to the condition that she comply with all Standards for 18 Competent and Ethical Performance under Chapter OAR 584, Division 020. 19 Violation of the terms of this probation may constitute an independent basis for the 20 Commission to impose discipline, up to and including revocation of Ms. lngram's teaching 21 license subject to Ms. lngram's right to a hearing on the issue of whether she violated probation. 22 Dated this ldkdéiy of July 2001 23 TEACHER STANDARDS AND PRACTICES COMMISSION 24 / 25 By: £32 ‘:4 é! i!
