The Notice was sent via U.S. First Class Mail and U.S. Certified 13 Mail Receipt 7010 2780 0000 2187 6973 to the address on file with the Commission. Gordon 14 signed for the certified mail on September 27, 2011. The Notice of Opportunity of Hearing, 15 dated September 20, 2011, and signed by Victoria Chamberlain, Executive Director, stated: 16 “IF A REQUEST FOR HEARING IS NOT RECEIVED WITHIN THIS 21-DAY PERIOD, l7 YOUR RIGHT TO A HEARING SHALL BE CONSIDERED WAIVED UNLESS YOUR 18 FAILURE TO REQUEST A HEARING WAS BEYOND YOUR REASONABLE CONTROL. 19 IF YOU DO NOT REQUEST A HEARING OR IF YOU FAIL TO APPEAR AT A 20 HEARING, THE COMMISSION WILL ADOPT AN ORDER OF DEFAULT WHICH MAY 21 INCLUDE THE REVOCATION OR SUSPENSION OF YOUR LICENSE OR OTHER 22 DISCIPLINE.” 23 24 Gordon did not request a hearing. The Commission, therefore, finds Gordon to be in default 25 and enters the following findings of fact, conclusions of law and order, based on the files and 26 records of the Commission concerning this matter. 27 FINDINGS OF FACT 28 1. Gordon has been licensed as a teacher in Oregon since December 21, 1979. G0rdon’s current 29 Standard Teaching License, with endorsements in Basic Elementary and Standard Speech 30 Impaired, issued on January 16, 2008, is valid until January 13, 2013. During all relevant 31 times, Gordon was employed by the Clackamas Education Service District. 32 2. On October 8, 2007, Gordon was hired as a principal for the Long Term Care and Treatment 33 Programs in the Clackamas Education Service District. This position required an 34 Administrator license. Gordon served in this position from October 8, 2007 through May 12, 35 2011. During this time Gordon did not hold an Administrator License.
