l BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON 3 4 In the Matter of the ) DEFAULT ORDER OF 5 Teaching License of ) LICENSE REVOCATION AND 6 SARAH JAYNE BRIDGES ) REVOCATION OF RIGHT TO APPLY 7 ) FOR LICENSURE 8 9 0n September 23, 2008, the Teacher Standards and Practices Commission (Commission) 10 issued a Notice of Opportunity for Hearing to Sarah Jayne Bridges (Bridges) in which the Commission 11 charged her with conviction of a crime listed in ORS 342.143(3). The Notice was sent via U.S. First 12 Class Mail and U.S. Certified Mail Receipt 7008 1140 0002 8581 2065 to the address on file with the 13 Commission. The Certified Mail receipt was returned to the Commission signed by Sarah Bridges on 14 September 29, 2008. The Notice of Opportunity of Hearing, dated September 23, 2008, and signed 15 by Victoria Chamberlain, Executive Director, stated: 16 ‘ "You, Sarah Jayne Bridges, are entitled to a hearing on the proposed action of 17 the Commission. If you want a hearing, you must file a written request for a hearing 18 with the Commission within 21 days of the date of this notice. Attached to this notice is 19 a copy of the procedures, right of representation and other rights of parties relating to 20 the conduct of a hearing as required under ORS 183.413(2)." ~ 21 22 Ms. Bridges did not request a hearing. The Commission. therefore, finds Ms. Bridges 23 to be in default and enters the following findings of fact, conclusions of law and order, based 24 on the files and records of the Commission concerning this matter. 25 FINDINGS OF FACT 26 1. Ms. Bridges has been license by the Commission since August 8, 2006. The Commission 27 issued Ms. Bridges an Initial 1 Teaching License on August 8, 2006, valid until July 25, 2010, with 28 Language Arts, Multiple Subjects, and Multiple Subjects-self contained endorsements. 29 2. On July 10, 2008, in the Circuit Court of the State of Oregon for the County of Lane, Ms. 30 Bridges was convicted of one (1) count of Rape in the Third Degree. This conviction constitutes gross 31 neglect of duty in violation of OAR 584-020-0040(1)(e) and ORS 163.355. 32 3. On July 10, 2008, in the Circuit Court of the State of Oregon for the County of Lane, Ms. 33 Bridges was convicted of one (1) count of Sodomy in the Third Degree. This conviction constitutes PAGE 1 — DEFAULT ORDER OF LICENSE REVOCATION AND RIGHT TO APPLY — BRIDGES _ 1 gross neglect of duty in violation of OAR 584-020-0040(1)(h) and ORS 163.385. 2 CONCLUSIONS 0F LAW 3 Ms. Bridges’ convictions of Rape in the Third Degree, ORS 163.355, and Sodomy in the Third 4 Degree, ORS 163.385, constitutes gross neglect of duty in violation of OAR 584-020-0040(1)(e) and 5 OAR 584-020-0040(1)(h).
