t e 1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION Q OF THE STATE OF OREGON 3 In the Matter 0f the ) STIPULATION OF FACTS 4 Teaching License of ) AND 5 DENNIS WARREN THOMAS ) ORDER OF REPRIMAND 6 On or about February 11, 2003, the Teacher Standards and Practices Commission 7 (Commission) received a report from Bob Simonson, Deputy Superintendent, of Klamath Falls 8 City Schools indicating that Dennis Warren Thomas (Thomas) may have violated Standards by 9 his unauthorized disclosure of student records information received in confidence. 10 Mr. Thomas fully cooperated with the Commission's investigation. After review of the 11 matters alleged, Mr. Thomas and the Commission agree that their respective interests, together 12 with the public interest, are best served by a stipulation to certain facts, the imposition of a 13 Public Reprimand. This Order sets forth the facts upon which the parties have agreed and the 14 sanction to be imposed. Mr. Thomas stipulates that there are sufficient facts contained in the Q Commission's files and records to support the findings of fact and conclusions of law set forth 16 below. In entering into this stipulation, Mr. Thomas waives the right to a hearing to contest the 17 findings of fact, conclusion of law and order set forth below. 18 Mr. Thomas enters into this agreement with the knowledge that the Stipulation of Facts 19 and Order of Reprimand is contingent upon approval and adoption of the Order by the full 2O Commission. If the Commission does not adopt this Order, neither Mr. Thomas nor the 21 Commission are bound by these stipulations and Mr. Thomas retains the right to a hearing on 22 the allegations. ’ 23 STIPULATION OF FACTS 24 1. The Commission has licensed Dennis Warren Thomas since July 1, 1974. 25 Mr. Thomas currently holds a Standard Teaching License valid May 3, 1999, through April 18, 26 2004, with Standard Social Studies and Basic Physical Education Endorsements. Mr. Thomas has served as a teacher for Klamath Falls City Schools since August 27, 4 1991. Mr. Thomas has served as a Vice Principal at Klamath Union High School since 5 September of 2002. 6 3. Mr. Thomas disclosed confidential information when he took a draft letter of a 7 recommendation for student expulsion home to work on and inappropriately asked a family 8 member to assist him. On a later date, the family member disclosed the substance of the letter 9 at her work site to a co-worker. This misconduct constitutes Gross 21 Neglect of Duty.
