On or about March 19, 1997, Thomas Barrett White surrendered his Basic

Teaching License to Teacher Standards and Practices Commission as a

condition of a plea agreement in Malheur County (Oregon) District Court.

FINDINGS OF FACT

1. Thomas Barrett White holds a Basic Teaching License endorsed for ~
Elementary and valid from November 28, 1997 to January 11, 1999.

2. Mr. White was employed as an elementary teacher in Juntura School
District in Malheur County (Oregon) on September 13, 1996.

3. On or about September 13, 1996, Mr. White inappropriately disciplined
a male fifth grade student.

l 4. On October 13, 1996, White was indicted by the Malheur County Grand
Jury on two counts of Coercion and one count each of Menacing and
Harassment as a result of his actions on September 13, 1996.

5. On February 24, 1997, White entered into a plea agreement with the
Malheur County District Attorney as a disposition of charges against
him. White plead guilty t0 one count of harassment.

6. As a condition of the agreement, White was required to surrender his
Oregon Teaching License.

7. Under OAR 584-50-027, the Commission may permit an educator t0
voluntarily surrender a license prior to its expiration date if TSPC finds
that such action is in the best interest of the public.

. ORDER
The Commission adopts the above findings of fact, accepts the surrender of
Mr. White's license, and revokes the teaching license of Thomas Ban'ett White.
