BOND ) LICENSE REVOCATION 7 . 8 On February 8, 2008 the Teacher Standards and Practices Commission (Commission) 9 issued a Notice of Opportunity for Hearing to Debra J Bond (Bond) in which the Commission 10 charged her with misconduct under ORS 342.177. The Notice was sent via U.S. First Class 11 Mail and U.S. Certified Mail Receipt 7006 0810 0001 4602 2456 to the address Ms. Bond 12 provided to the Commission. The certified maiI receipt was returned to the Commission on May 13 1, 2008, signed by Karen Jessee. The Notice of Opportunity of Hearing, dated December 24, 14 2007, and signed by Victoria Chamberlain, Executive Director, stated: 15 "You, Debra J. Bond, are entitled to a hearing on the proposed action of the 16 Commission, If you want a hearing, you must file a written request for a hearing 17 with the Commission within 21 days of the date of this notice. Attached to this l8 notice is a copy of the procedures, right of representation and other rights of 19 parties relating to the conduct of a hearing as required under ORS 183.413(2)" 2(1) Ms. Bond did not request a hearing. The Commission, therefore, finds 22 Ms. Bond to be in default and enters the following findings of fact, conclusions of law and 23 order, based on the files and records of the Commission concerning this matter. 24 FINDINGS OF FACT 25 The Commission issued a Substitute Teaching License to Ms. Bond on October 26, 2006 , valid 26 until October 25, 2009, with a Substitute Any Specialty Endorsement. 27 1. On October 18, 2007, Bond was convicted of Menacing, ORS 163.190, a Class A 28 Misdemeanor in the Circuit Court of the State of Oregon for Linn County. This conviction 29 stems from an altercation between your daughter and you on October 3, 2007. This 30 conduct constitutes gross unfitness in violation of OAR 584-020-0040(3)(a). 31 2. On October 18, 2007, Bond was convicted of Recklessly Endangering Another Person, 32 ORS 163.195, a Class A Misdemeanor in the Circuit Court of the State of Oregon for PAGE 1 — DEFAULT ORDER OF REVOCATION OF RIGHT TO APPLY — DEBRA J. BOND 1 conduct constitutes gross unfitness in violation of OAR 584-020-0040(3)(a). , 2 2. On October 18, 2007, Bond was convicted of Recklessly Endangering Another Person, 3 ORS 163.195, a Class A Misdemeanor in the Circuit Court of the State of Oregon for 4 Linn County. Following the altercation with Bond's daughter on October 3, 2007, Bond 5 secluded herself in her bedroom and discharged a firearm out of a window toward a 6 residential area. This conduct constitutes gross unfitness in violation of OAR 584-020- 7 0040(3)(a). 8 3. In the Linn County Sheriffs Office Incident Report, Bond admitted to hitting her daughter, 9 sometimes with a wooden spoon, which led DHS to remove Bond’s children from her 10 home. This misconduct constitutes gross unfitness in violation of OAR 584-020- 11 0040(5)(e). 12 CONCLUSIONS OF LAW Ii 15 Bond's convictions of menacing, ORS 163.190, a Class A Misdemeanor in the Circuit 16 Court of the State of Oregon for Linn County and, Recklessly Endangering Another Person, 17 ORS 163.195, a Class A Misdemeanor in the Circuit Court of the State of Oregon for Linn 18 County constitutes gross unfitness in violation of OAR 584-020-0040(3)(a). Bond’s admission to 19 hitting her daughter, sometimes with a wooden spoon, which led DHS to remove your children 20 from your home constitutes gross unfitness in violation of OAR 584-020—0040(5)(e).
