BEFORE THE ' TEACHER STATNDARDS AND PRACTICES COMMISSION STATE OF OREGON In the Matter of the Teaching License of i 1 STIPULATION AND SURRENDER OF RONALD DARRELL BARNETT LICENSE The Teacher Standards and Practices Commission (Commission) issued a Notice of Opportunity for Hearing on November 14, 2002 to Ronald Darrell Barnett, proposing to revoke the Standard Teaching License of Mr. Bzunett and to replace his Standard Teaching License with a Basic Teaching License. Mr. Barnett requested a hearing to contest the allegations in the Notice. After a review of the matters alleged, Mr. Barnett and the Commission have agreed that their respective interests, together with the public interest, are best served by a stipulation to certain facts and the entry of an order accepting the surrender of Mr. Barnett’s license. In entering into this stipulation, Mr. Barnett waives his right to a hearing and understands that the Commission will accept the surrender of his Standard Teaching License and issue to his a Basic Teaching License. This stipulation and order are contingent on approval by the full Commission. If the Commission does not approve this stipulation and proposed order, it is understood that any waiver of rights by IVIL Barnett is therefore revoked. It is further understood that the statements contained in this stipulation may not be used by either the Commission or Mr. Barnett for any reason if the Commission fails to approve the stipulation and proposed order. Mr. Barnett was issued a Basic Oregon Teaching License on June 25, 1992 that was valid until May 4, 1996. 2. In the spring of 1996, Mr. Barnett applied for a Standard Teaching License, relying in part on the master degreedghe had obtained from LaSalle University, located in Mandeville, Louisiana. 3. On June 21, 1996, the Commission issued a Standard Teaching License to Mr. Barnett. On May 18, 2001, the Commission renewed his license as valid through May 4, 2006. . 4. Thereafter, the Commission reviewed the process that it had followed in granting a Standard Teaching License to Mr. Barnett and determined that the license should not have been issued because LaSalle University of Louisiana is not a regionally accredited institution. . 5. On November 14, 2002, the Commission informed Mr. Barnett of its position and issued a notice of its intent to rescind the earlier decision and to revoke Mr. Barnett’s Standard Teaching License. ‘age 2 - STIPULATION AND SURRENDER OF LICENSE - Barnett JGM:rh1\GENF4029 6. Mr. Barnett has been employed as a teacher at Roseburg High School from ' August 1992 through June 1998 and as a teacher at St. Helens High School from August 1998 to the present time. 7. LaSalle University of Louisiana is not accredited by a regional accrediting association and is therefore is not an approved teacher education institution as that term is used under OAR 584-040-0005(3). Because Mr. Barnett did not obtain a masters degree from an approved teacher education institutioriégibs not met the requirements for a h e Standard Teaching License. 2. It is in the public interest for the Commission to accept the voluntary surrender of Mr. Bamett’s Standard Teaching License. ‘age 3 - STlPULATION AND SURRENDER OF LICENSE - Barnett J GM:rhl\GENF4029 ' ORDER l. The Commission accepts the voluntary surrender of Mr. Bamett’s Standard Teaching License and rescinds the issuance of the Standard Teaching License. 2. In lieu of the Standard Teaching License, the Commission issues a Basic i Teaching License to Mr. Barnett. Under this license, Mr. Barnett shall be entitled to teach in all grades within his subject matter endorsement for preprimary through grade twelve. The Basic License shall be valid for a period of three years. Mr. Barnett shall have the right to renew the Basic License for three additional years if he completes 24 quarter hours of instruction from an approved teacher education institution towards the requirements for a Standard Teaching License. Upon renewal, his Basic License shall be . valid for an additional period of three years. In summary, Mr. Barnett shall have all the i l rights to renew his Basic Teaching License that are currently available to a first-time license holder of a Basic License under OAR 584-048-0032. ‘ IT IS SO ORDERED theyf day of l d ZZZM 2003.
