' 1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION - OF THE STATE OF OREGON 3 4 In the Matter of the ) 5 Teaching License of ) DEFAULT ORDER OF 6 WILLIAM STAFFORD DURLER ) LICENSE REVOCATION 7 ) 8 9 On October 22, 2002, the Teacher Standards and Practices Commission (Commission) 10 issued a Notice of Opportunity for Hearing to William Stafford Durler (Durler) in which the 11 Commission charged him with conviction of a crime listed in ORS 342.143(3). The Notice was 12 sent via U.S. First Class Mail and U.S. Certified Mail Receipt 7001 0320 0005 0740 6045 to the 13 address obtained by the Commission. The certified mail receipt was signed and dated on 14 October 25, 2002. The Notice of Opportunity of Hearing, dated October 22, 2002, and signed 15 by Victoria Chamberlain, Executive Director, stated: 16 "You, William Stafford Durler, are entitled to a hearing 0n the proposed action of ‘7 the Commission. If you want a hearing, you must file a written request for a hearing with the Commission within 21 days of the date of this notice. Attached 19 to this notice is a copy of the procedures, right of representation and other rights 20 of parties relating to the conduct of a hearing as required under ORS 21 183.413(2).” 22 23 Mr. Durler did not request a hearing. The Commission, therefore, finds 24 Mr. Durler to be in default and enters the following findings of fact, conclusions of law 25 and order, based on the files and records of the Commission concerning this matter. 26 FINDINGS 0F FACT 27 1. Mr Durler holds a Standard Teacher License issued January 17, 2001, valid until 28 January 27, 2006. 29 2. Mr. Durler was employed by the Beaverton School District as a Computer Science 3o Teacher from August of 1999 to June 1, 2002. / PAGE 1 - DEFAULT ORDER OF LICENSE REVOCATION - DURLER .1 3. On September 26, 2002, William Stafford Durler was convicted of two counts of 2 Sexual Abuse, ORS 163.427, in the Circuit Court for the State of Oregon for the County of 3 Washington. 4 4. On September 26, 2002, William Stafford Durler was convicted of Unlawful Sexual 5 Penetration l, ORS 163.411, in the Circuit Court for the State of Oregon for the County of 6 Washington. 7 CONCLUSIONS OF LAW 8 The crimes of Sexual Abuse I as defined in ORS 163.427; and Unlawful Sexual 9 Penetration l as defined in ORS 163.411 are listed in ORS 342.143(3).
