. 1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON 3 I 4 In the Matter of the ) STIPULATION OF FACTS 5 Teaching License of ) AND ORDER OF REPRIMAND 6 DOREEN RUTH ANDERSON ) g ) 9 On or about August 26, 2000, the Teacher Standards and Practices Commission 1O (Commission) received information in the form of a newspaper article published in the 11 Register-Guard. The newspaper article indicated that Doreen Anderson, a Eugene 12 teacher, pled guilty to six counts of misdemeanor animal neglect. On September 22, 13 2000, George Russell, Superintendent, Eugene Public Schools, submitted a report to 1 14 the Commission indicating that Ms. Anderson, a teacher employed by the District, had 15 been convicted of a crime under Oregon law. 16 Ms. Anderson fully cooperated with the Commission's investigation. After review 17 of the matters alleged, Ms. Anderson and the Commission agree that their respective 18 interests, together with the public interest, are best served by a stipulation to certain 19 facts and the imposition of a Public Reprimand. This Order sets forth the facts upon 20 which the parties have agreed and the sanction to be imposed. In entering into this 21 stipulation Ms. Anderson waives the right to a hearing to contest the finding of fact, 22 conclusion of law and order set forth below. 23 STIPULATION OF FACTS 24 1. Ms. Anderson holds a Basic Oregon Teaching License with a Basic 25 Elementary Endorsement. She has held a teaching license issued by the Commission I26 since 1984. i Page 1 STIPULATION OF FACTS AND ORDER OF REPRIMAND . 1 2. Ms. Anderson is employed by Eugene Public Schools and has been since ‘ 2 1986. 3 3. On August 28, 2000, a Judgment Order was entered in Lane County Circuit 4 Court convicting Doreen Anderson of one count of Animal Neglect in the first Degree 5 ORS 167.330; and six counts of Animal Neglect in the Second Degree ORS 167.325 6 (misdemeanor crimes). Ms. Anderson was placed on probation to Lane County 7 Community Corrections for five (5) years with specific and general conditions. In an 8 Order Amending Judgment (a Money Judgment) entered on October 5, 2000, Ms. 9 Anderson is required to pay restitution in the amount of $4,487.00 within the period of 1O probation. 11 4. The allegations underlying the misdemeanor charges were all off school 12 premises and off duty and there is no evidence that Ms. Anderson engaged in similar '13 behavior at school. 14 5. Ms. Anderson has no prior or subsequent criminal convictions. 15 This stipulation is contingent upon approval and adoption of the Order by the 16 Commission.
