1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON 3 In the Matter of the ) 4 Teaching License of ) STIPULATION OF FACTS g JORGE ANTONIO MEZA g ORDER OF PROBATION 7 On or about July 31, 2002, the Teacher Standards and Practices Commission 8 (Commission) received an application for a Initial Teaching License from Jorge Antonio 9 Meza (Meza). Mr. Meza reported criminal convictions on the character question > Q 10 section of Application for Educator License Form C-1. Mr. Meza provided 11 documentation of convictions for Possession of a Controlled Substance on May 16, 12 1996 and Felon in Possession of a Weapon on August 23, 2000, in Multnomah County 13 Circuit Court. After review of the facts in this matter, Mr. Meza and the Executive Director 15 agree that their respective interests, together with the public interests, are best served 16 by a stipulation to certain facts and the issuance of Iicensure subject to a one (1) year 17 probation. 18 This Order sets forth the facts upon which the parties have agreed and the 19 sanction to be imposed. In entering into this stipulation, Mr. Meza waives the right to a 20 hearing to contest the findings of fact, conclusion of law and order set forth below. 21 Mr. Meza understands that the Commission wiII impose a one (1) year probation with 22 specific conditions. 23 This stipulation is contingent upon approval and adoption of the Order by the 24 Commission. If the Commission does not adopt this Order, neither Mr. Meza nor the Page 1 STIPULATION OF FACTS AND PROBATION - MEZA .1 Commission are bound by these Stipulations and Mr. Meza retains all rights to a 2 hearing on the allegations. 3 STIPULATION OF FACTS 4 1. On or about July 31, 2002, the Commission received an application for an 5 Initial Teaching License from Jorge Antonio Meza. 6 2. On May 16, 1996, Mr. Meza was convicted for Possession of a Controlled 7 Substance in the Circuit Court of the State of Oregon for the County of Multnomah. The 8 Court granted misdemeanor treatment. Mr. Meza completed an 18-month probation 9 early. 10 3. On August 23, 2000, Mr. Meza was convicted for Felon in Possession of a 11 Weapon in the Circuit Court of the State of Oregon for the County of Multnomah. The Court sentenced Mr. Meza to 48 months probation. Mr. Meza is eligible for early ‘3 termination of probation. 14 4. Conviction of a Page 2 STIPULATION OF FACTS AND PROBATION - MEZA '1 crime may be used as evidence to establish an applicants lack of fitness to serve as a 2 educator pursuant to ORS 342.143. 3 ORDER 4 The Commission adopts the above Stipulation of Facts and authorizes the 5 issuance of an Initial Teaching License to Jorge Antonio Meza subject to all standard 6 terms and conditions. 7 Furthermore, the Commission imposes a one (1) year probation to commence on ‘ 8 August 26, 2002, subject to the following special terms: 9 1. Mr. Meza shall conduct himself as a law-abiding citizen; 10 2. Mr. Meza shall report in writingwithin ten days to the Executive Director of the 11 Commission any arrest or citation for any felony, misdemeanor, major traffic 2 violation; Q 3.
