6 0n May 1, 2003, the Teacher Standards and Practices Commission (Commission)
7 received a report from Mike R. Corley, Superintendent, Clatskanie School District indicating that
8 Rebecca Ann Robinson (Robinson) used unreasonable force against a student while serving as
9 a substitute teacher at Clatskanie Middle/High School.
1O After review of the matters alleged, Ms. Robinson and the Executive Director agree that
11 their respective interests, together with the public interest, are best served by a stipulation to
12 certain facts and a public reprimand.
13 This Order sets forth the facts upon which the parties have agreed and the sanction to
4 be imposed. Ms. Robinson stipulates that there are sufficient facts contained in the
Q Commission's files and records to support the findings of fact and conclusions of law set forth
16 below. In entering into this stipulation, Ms. Robinson waives the right to a hearing to contest the
17 findings of fact, conclusion of law and order set forth below.
18 This stipulation is contingent upon approval and adoption of the Order by the
19 Commission. If the Commission does not adopt this Order, neither Ms. Robinson nor the
20 Commission are bound by these Stipulations, and Ms. Robinson retains all rights to a hearing
21 on the allegations.
22 STIPULATION OF FACTS
23 1. The Commission has licensed Ms. Robinson as an Oregon Educator since
24 Noyember 15, 1999. Ms. Robinson holds an Oregon Initial Teaching License issued 3
25 December 16, 2002, valid until November 14, 2006, with a Multiple Subjects Self-Contained
66 Endorsement.

1 2. On April 23, 2003, Ms. Robinson grabbed an 18 year old male student by the
‘2 shoulders and then grabbed his face.
3 3. Ms. Robinson and the 18 year old male student were in conflict regarding his
4 romantic relationship with her daughter.
5 4. Ms. Robinson has served as an Oregon Educator for three years. There are no prior
6 complaints regarding Ms. Robinson on file with the Commission.
7 5. Ms. Robinson acknowledges that her behavior toward this student was inappropriate
8 and has expressed remorse for her actions in this matter.
9 CONCLUSION 0F LAW
1O Ms. Robinson violated standards by using unreasonable physical force on April 23,
11 2003, when she grabbed a student by the shoulders and face. This misconduct constitutes
12 Gross Neglect of Duty in violation of OAR 584-020-0040(4)(d). The Commission‘s authority to
impose discipline in this matter is based upon ORS 342.175.

2 The Commission hereby adopts the above findings of fact and imposes a Public
3 Reprimand upon the Licensure of Rebecca Ann Robinson. This Order shall serve as the Public
4 Reprimand. {k/
