O O 1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON a In the Matter of the ) STIPULATION OF FACTS, 4 Teaching License of ) ORDER OF REPRIMAND g SHEA ALVIN LITTLE ) AND PROBATION 7 On or about March 11, 2005, the Teacher Standards and Practices Commission 8 (Commission) received a complaint from Brad Tisler, a patron of La Grande School District 9 alleging that Shea Alvin Little (Little) slapped a student forcefully on the chest and grabbed 10 student players by the facemask to make a training point as teacher and coach during the 2003- 1 1 2004 football season. 12 Mr. Little fully cooperated with the Commission's investigation. After review of the 13 matters alleged, Mr. Little and the Commission agree that their respective interests, together 14 with the public interest, are best served by a stipulation to certain facts and the imposition of a 15 Public Reprimand, followed by a period of probation of two (2) years. This Order sets forth the . facts upon which the parties have agreed and the sanction to be imposed. In entering into this 17 stipulation, Mr. Little waives the right to a hearing to contest the findings of fact, conclusion of 18 law and order set forth below. 19 This stipulation is contingent upon approval and adoption of the Order by the 20 Commission. Ifthe Commission does not adopt this Order, neither Mr. Little nor the 21 Commission are bound by these Stipulations and Mr. Little retains all rights to a hearing on the 22 allegations. 23 STIPULATION OF FACTS 24 1. Mr. Little holds a Standard Teaching License with Basic Health Education and 25 Standard Physical Education Endorsements issued September 10, 2001, valid until August 29, 26 2006. Mr. Little is currently employed by Crook County Public Schools. Prior to his 2 employment with District, Mr. Little taught health and was the head football coach at La Grande .6 High School. 4 3. During the Football season of 2003, Mr. Little allowed students to “run the gauntlet" of 5 players on the student's birthday. While running the gauntlet, each playerwas instructed t0 6 strike the student. The player alleges that Mr. Little struck him with sufficient force to leave an 7 imprint of his hand on the student's chest. Mr. Little denies that he struck any student with this 8 level of force, but that he should not have allowed students to run a “gauntlet.” 9 4. During 2003-2004 football season Mr. Little periodically grabbed the facemask of 1O players in order to make a focus point with that student. A player alleges that, Mr. Little used 11 sufficient force to cause pain to a student. Mr. Little never intended to cause pain or discomfort 12 to any student by these acts and expresses remorse if this occurred. 13 5. Mr. Little accepts responsibility for his behavior and acknowledges his behavior was 14 inappropriate. This Stipulation of Facts, q Order and Probation constitutes the Reprimand. Furthermore, the Commission imposes a two 4 (2) year probation upon Mr. Little subject to the following condition: 5 1. Mr. Little shall comply with all Standards for Competent and Ethical Performance 6 under Chapter OAR 584, Division 020; and 7 2.
