1 BEFORE THE TEACHER STANDARDS AND PRACTlCES COMMISSION Q OF THE STATE 0F OREGON 3 In the Matter of the ) STIPULATlON 0F FACTS, 4 Teaching License 0t ) SURRENDER AND 5 DAWN EDEN FRONTJES ) ORDER OF REVOCATION 6 On March 3. 2003, the Teacher Standards and Practices Commission (Commission) 7 received a report from Maureen R. Sloane. Human Resources Counsel, Portland Public 8 Schools. indicating that Dawn Eden Frontjes (Frontjes), also known as Dawn Martin, may have 9 violated Standards by having an inappropriate relationship with a student. 10 After review of the mailers alleged. Ms. Frontjes and the Commission agree that their ‘l 1 respective interests, together with the public interest, are best served by a stipulation to certain 12 facts and surrender of her teaching license as per OAR 584-050-0027. 13 This Order sets forth the facts upon which the parties have agreed and the sanction to 14 be imposed. Ms. Fronties stipulates that there are sufficient facts contained in the 5 Commission's files and records to support the findings of tact and conclusions 0t law set forth ‘6 below. In entering into this stipulation. Ms. Frontjes waives the right to a hearing to contest the 17 finding ol tact, conclusion of law and order set forth below. Ms. Fronties understands that the 18 Commission will revoke her teaching license. 19 This stipulation is contingent upon approval and adoption of the Order by the 2O Commission. ll the Commission does not adopt this Order, neither Ms. Frontles nor the 21 Commission are bound by these Stipulations and Ms. Fronties retains all rights to a hearing 0n 22 the allegations. 23 STIPULATION OF FACTS 24 1. The Commission issued an initial Teaching License to Ms. Fronties on 25 September 4, 2001, valid until June 9, 2005, with an Art Endorsement. On September 27, 2000, Portland Public Schools hired Frontjes to serve on contract '2 as an art teacher at Franklin High School tor the 2000-2001 school year. On January 24, 2001. 3 Frontjes resigned her contract position, citing personal reasons. 4 3. On July 19, 2001, Frontjes signed and submitted an application for an Initial Teaching 5 License (she held a Transitional License). The Commission rece'wed the application on July 30, 6 2001. Frontjes responded "no" to all character questions including question 3, "Have you ever 7 tailed to complete a contract tor educational services in any educational or schooi~related 8 position...?" 9 4, On May 14, 2002, Ms. Frontjes appeared on duty to serve as a substitute teacher at 10 Lincoln High School while under the influence ot alcohol. Ms. Fronties was then excluded from 11 service as a substitute teacher in the building. On May 22, 2002, Ms. Frontjes signed a last 12 chance agreement with Portland Public Schools requiring treatment for chemical dependency. 13 5. Ms. Frontjes completed all treatment recommendations at Cascade Centers on ‘4 January 10, 2003. 5 6. During the 2001-2002 school year Ms. Frontjes visited JS, on criminal probation. at a 16 group home where he lived. Ms. Frontjes had JS at her home to do yard work and allowed JS 17 to spend the night in her home on multiple occasions in violation ol his criminal probation 18 requiring him to return to the group home. 19 7. Ms. Frontjes appeared on duty while under the influence of alcohol in 5 violation ot OAR 584-020-0040(4)(g). Ms. Frontjes tailed to maintain an appropriate 6 protessional student-teacher relationship with, JS. a male student in violation of OAR 584-020- 7 0035(1)(c). This misconduct constitutes Gross Neglect of Duty.
