9 On September 23, 1998, the Teacher Standards and Practices Commission informed
10 Richard L. Large that the Commission found sufficient evidence of violation of
11 Standards for Competent and Ethical Performance of Oregon Educators to warrant a
12 hearing regarding violations of Standards for Competent and Ethical Performance for
13 Oregon Educators.

15 FINDINGS OF FACT

17 1. Richard L. Large holds a Standard Teaching License endorsed for advanced
18 mathematics and valid from March 30, 1995 to April 23, 2000.

20 2. In May of 1989, Large patted AM (a female high school student) on the buttocks
21 during an individual tutoring session at Oregon City High School. Large was
22 notified by the principal that his behavior was inappropriate during a meeting
23 on May 23,1989.

i 25 3. During the academic year of 1990-91, Large repeatedly made inappropriate
. 26 comments to, and inappropriately touched female high school students. Large
27 received a written reprimand for this behavior on February 12, 1991 from the
28 Oregon City SD.

30 4. During the 1997-98 academic year, Large repeatedly made inappropriate
31 comments to, and inappropriately touched female high school students. When
32 confronted with this behavior, Large resigned his temporary position with the
33 Oregon City SD on May 18, 1998. *

35 ULTIMATE FINDINGS OF FACT

37 Richard L. Large inappropriately touched and made inappropriate comments to female
38 students at Oregon City High School in violation of Standards for Competent and
39 Ethical Performance for Oregon Educators.

41 CONCLUSIONS OF LAW

43 Under ORS 342. 175 the Commission may find a violation of Standards for Competent
44 and Ethical Performance for Oregon Educators to constitute Gross Neglect of Duty.

3 The Commission suspends the Standard Oregon Teaching License of Richard L. Large
4 for gross neglect of duty for a period of one year and places him on Probation for a
5 period of two years from the date Mr. Large’s license is reinstated. The probationary
6 status is subject to the following conditions:

8 1. Richard L. Large shall conduct himself as a law-abiding citizen.
9
10 2. Large shall comply with the Standards for Competent and Ethical Performance
11 for Oregon Educators under OAR 584, Division 20.
