The Teacher Standards and Practices Commission (Commission) issu'ed a

Notice of Opportunity for Hearing on March 18, 2003, to Michael Sean Bradshaw,
proposing to impose discipline under ORS 342.143. Mr. Bradshaw requested a hearing
to oontest the allegations in the notice. After a review of the matters alleged, Mr.
Bradshaw and the Commission have agreed that their respective interests, together
with the public interest. are best served by a stipulation to oertain facts and an order
imposing a public reprimand and a period of probation.

- In entering into this stipulation, Mr. Bradshaw waives his right to a hearing and
understands that the Commission will impose the discipline set forth in this order. This
Stipulation and Order are contingent upon approval by the full Commission. If the
Commission does not approve this stipulation and proposed order, it is understood that
any waiver of rights by Mr. Bradshaw is therefore revoked. It is further understood that
the statements contained in this stipulation may not be used by either the Commission
or Mr. Bradshaw for any reason if the Commission fails to approve the stipulation and
proposed order. - '

' STIPULATED FACTS
Mr. Bradshaw and the Commission stipulate as follows:
1. Mr.‘ Bradshaw has held a Standard Teaching License with an endorsement in
» special education since 1996. He has been employed as a teacher by the Eugene.
Bethel and Crow-Applegate School Districts.
2. On April 27, 2001, Mr. Bradshaw agreed to pay a fee to engage in sexual
. conduct. This behavior constituted the crime of prostitution. '
3. _ Mr. Bradshaw disclosed this information to the Commission in his application for
renewal of his teaching license dated December 8. 2002.

CONCLUSION OF LAW
Mr. Bradshaw engaged in an act that constitutes the crime of prostitution in violation of .
OAR 584-020-0040(5)(e).

ORDER I
The Commission imposes a public reprimand against Michael Sean Bradshaw. i
This Order shall serve as the public reprimand. Furthermore, the Commission imposes
a three (3) year period of probation, subject to the following terms and conditions:
‘ 1. Mr. Bradshaw shall obey all laws and conduct himself as law-abiding citizen.

2. Mr. Bradshaw shall comply with all Standards for Competent and Ethical
. Performance of Oregon Educators under OAR 584 Div. 020. y
3. Mr. Bradshaw shall inform the Commission in writing within 20 days of any
citation, arrest or conviction of any felony, misdemeanor or major traffic violation.
