1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON 3 In the Matter of the ) 4 Teaching License of ) STIPULATION OF FACTS g Constance Ann Richards g AND ORDER OF REPRIMAND 7 On or about December 8, 2000, the Teacher Standards and Practices 8 Commission (Commission) received a report from Kay Baker, Superintendent of Salem- 9 Keizer Public Schools indicating that Constance Ann Richards (Richards) was involved 10 in a dispute with an adult neighbor that resulted in an altercation. 11 After review of the facts in this matter, Ms. Richards and the Executive Director 12 agree that their respective interests, together with the public interests, are best served 13 by a stipulation to certain facts and a public reprimand of Ms. Richards in this matter. This Order sets forth the facts upon which the parties have agreed and the sanction to 15 be imposed. Ms. Richards stipulates that there are sufficient facts contained in the 16 Commission's files and records to support the findings of fact and conclusions of law set 17 forth below. In entering into this stipulation, Ms. Richards waives the right to a hearing 18 to contest the findings of fact, conclusion of law and order set forth below. 19 FINDINGS 0F FACT 20 1. The Commission has licensed Ms. Richards as an Oregon Educator 21 continuously since September 7, 1978. She currently holds a Standard Oregon 22 Teaching License issued July 23, 1997, valid until September 13, 2002, and a Basic 23 Administrative License issued March 25, 2002, valid until September 13, 2004. On 24 August 12, 2002, the Commission received a complete application for renewal of Ms. Richards‘ Standard Teaching License. Page 1 STIPULATION OF FACTS AND ORDER OF REPRIMAND - RICHARDS ' 2. Ms. Richards is employed as an elementary school teacher for the Salem- 2 Keizer School District since August 26, 1997. 3 3. Ms. Richards reported that she was convicted on October 15, 2001, of 4 Trespass in the Municipal Court of the City of Salem, County of Marion, State of Oregon 5 (case #00-655760). The Court ordered imposition of sentence suspended and placed 6 her on probation for two years. Ms. Richards was assessed $285 in fines. 7 4. Ms. Richards has no prior or subsequent criminal convictions. 8 This stipulation is contingent upon approval and adoption of the Order by the 9 Commission. The Commission's authority to impose discipline in this 22 matter is based upon ORS 342.175. 23 ORDER 24 The Commission adopts the above Stipulation of Facts and imposes a Public 6 Reprimand for conviction of Trespass.
