1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON 3 In the Matter of the ) STIPULATION OF FACTS AND 4 Educator License of ) FINAL ORDER OF REPRIMAND g SHARON MARIA SANCHEZ-ARAGON ) 7 On November 18, 2013, the Commission received a report from the Philomath 8 Public School District alleging that Sharon Maria Sanchez-Aragon (Sanchez-Aragon) had 9 violated professional standards. 10 After review of the matters alleged, Sanchez-Aragon and the Commission agree 1 1 that their respective interests, together with the public interest, are best served by a 12 stipulation to certain facts and the imposition of a public reprimand and a period of 1 3 probation. 14 By signing below, Sanchez-Aragon acknowledges, understands, stipulates, and 15 agrees to the following: (i) she has been fully advised of her rights to notice and a hearing l 16 to contest the findings of fact, conclusions of law, and order set forth below, and fully l 17 and finally waives all such rights and any rights to appeal or otherwise challenge this 18 Stipulation of Facts and Final Order of Reprimand (Stipulation and Final Order); (ii) 19 this Stipulation and Final Order is a public document and disclosed to the public upon 20 request by the Commission; (iii) this Stipulation and Final Order is contingent upon and 21 subject to approval and adoption by the Commission. If the Commission does not 22 approve and adopt this Stipulation and Final Order, then neither Sanchez-Aragon nor 23 the Commission are bound by the terms herein; (iv) she has fully read this Stipulation 24 and Final Order, and understands it completely; (v) she voluntarily, without any force or 25 duress, enters into this Stipulation and Final Order and consents to issuance and entry of 26 the Stipulated Final Order below; (vi) she states that no promise or representation has 27 been made to induce her to sign this Stipulation and Final Order; and (vii) she has 28 consulted with an attorney regarding this Stipulation and Final Order and has been fully 29 advised with regard to her rights thereto, or waives any and all lights t0 consult with an 30 attorney prior to entering into this Stipulation and Final Order and issuance and entry of 31 the Stipulated Final Order below. 32 STIPULATION OF FACTS 33 1. Sharon Maria Sanchez-Aragon has been licensed by the Commission since February 25, 34 1998. Sanchez-Aragon’s Standard Teaching License, with endorsements in Basic 35 Mathematics (018), Basic ESOL/ Bilingual (017), and Basic Spanish (018), is valid from ZafGBSTIPULATION OF FACTS AND FINAL ORDER OF REPRIMAND- SHARON MARIA SANCHEZ' 1 June 7, 2014, through June 6, 2019. During all relevant times, Sanchez-Aragon was 2 employed by the Philomath Public School District. 3 2. 0n November 18, 2013, the Commission received a report from the Philomath Public 4 School District alleging Sanchez-Aragon may have violated professional standards; 5 specifically, that Sanchez-Aragon promoted religious beliefs to students. The school 6 district conducted an investigation and found the following: 7 3. Sanchez-Aragon displayed multiple items of a religious nature in her classroom. These 8 items included: 9 a. Picture displays with references to specific scripture passages in Spanish; 10 b. One or more holy water reservoirs in the form of a Spanish Saint; 1 1 c. Multiple bumper stickers/displays with religious messages in Spanish, one of 12 which expressed an anti-abortion message; 1 3 4. Sanchez indicated that these items had been in her room for several years, 14 without any comment by administrators, and she considered them to have an 1 5 educational purpose. Nevertheless, the number of items and the predominantly 16 religious nature of these items could be construed by students to promote 17 religious beliefs.
