1 1 1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON . 3 4 In the Matter of the ) 5 Reciprocal Teaching License of ) DEFAULT ORDER 6 TORY LARSEN } SUSPENDING LICENSE 7 1 8 9 On or about March l3, 2000, the Teacher Standards and Practices Commission 10 received a complaint from Bruce Anderson, Superintendent of Morrow County School 11 Disnict, indicating that Tory Larsen had violated her contract by failing to provide 60 12 days’ written notice prior to resignation. Under OAR 584-050-0020, the Commission 13 informs the educator of intent to suspend the license on the basis of such complaints. 14 The Executive Director took action to notify Ms. Larsen of intent to suspend her l5 teaching license, and to inform her of her opportunity for hearing by letter dated 16 March 23, 2000. The letter was sent by Certified Mail—Return Receipt Requested #Z 17 204 897 181v The receipt was signed by Tory Larsen on April 3, 2000 and returned to 18 TSPC on April 7, 2000. Ms. Larsen did not request a hearing. l9 20 FINDINGS OF FACT 21 22 l. On or about June l, 1999 Tory Larsen was offered a contract with the Morrow 23 County School District‘ Larsen signed and returned the contract to the Morrow 24 County School District for the 1999-2000 School year on or before June 15, 25 1999. 26 27 2. On January l4, 2000, Ms. Larsen submitted a letter of resignation and giving 28 the Morrow County School District notice of intent to resign her position as a Z9 teacher at AC Houghton School effective immediately. 30 31 3. Meeting in regular session on February 14, 2000, the Morrow County School 32 Board of Directors took action to seek a suspension of Tory Larsen’s Teaching 33 license for the balance of the 1999-2000 school year and accept her resignation. 34 35 4. The Morrow County School District informed TSPC of this action in a letter 36 dated February 16, 2000, requesting the suspension of Tory Larsen’s Teaching 37 license. 38 39 ULTIMATE FINDINGS OF FACT , 40 41 Tory Larsen signed an employment contract with the Morrow County School District 42 on or about June l, 1999. Ms, Larsen submitted a letter of resignation, dated 43 January l4, 2000, effective immediately. 44 PAGE 1~DEFAULT ORDER—TORY LARSEN 1 CONCLUSIONS OF LAW ‘ 2 3 ORS 342.553 requires the suspension of a license for the balance of the school year 4 for failure to provide 6O days’ notice prior to resignation.
