1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION Q OF THE STATE OF OREGON 3 In the Matter of the ) 4 Licensure of ) DEFAULT ORDER OF 5 ROBERT SAMUEL BRANT ) DENIAL OF LICENSURE g ) 8 On March 21, 2003, the Teacher Standards and Practices Commission issued a 9 Notice of Opportunity for Hearing to Robert Samuel Brant, in which the Commission proposed 10 to deny issuance of licenses under ORS 342.143 and its administrative rules implementing 11 that legal authority OAR 584-050-0006(2). The Notice was sent via U.S. First Class Mail and 12 U.S. Certified Mail Receipt #7001 0320 0005 0740 4782 to the address Mr. Brant provided to 13 the Commission. The certified mail receipt was signed by D. M. Brant and returned to the 14 Commission on March 31, 2003. Robert Brant did not request a hearing. 15 The Notice of Opportunity for Hearing, signed by Victoria Chamberlain, Executive ‘ Director, stated: 17 If a request for hearing is not received within this 21-day period, your right to 18 hearing shall be considered waived unless your failure to request a hearing was 19 beyond your reasonable control. If you do not request a hearing or if you fail to 20 appear at a hearing, the Commission will uphold the denial of your application for 21 an Oregon teaching license. i: Based on the foregoing, the Commission finds Robert Samuel Brant in default and such 24 default is hereby entered. Based on the records and files of the Commission, the Commission 25 enters the following findings of fact, conclusions of law and order. 26 FINDINGS OF FACT 27 1. Mr. Brant held a Transitional Teaching License with endorsements in General 28 Business and Marketing at the high school level, issued November 3, 1999, valid until 29 November 3, 2002. On or about October 24, 2002, TSPC received an Application for Educator License Q Form C-1 signed by Robert S. Brant along with additional documentation to apply for renewal of 3 a Transitional Teaching License and issuance of a Basic Teaching License. Basic Teaching 4 Licenses are no longer issued as a first teaching license in Oregon. Mr. Brant would need to 5 apply and qualify for an Initial Teaching License pursuant to OAR 584-060-0011. 6 CONCLUSIONS OF LAW 7 Mr. Brant previously held a Transitional Teaching License which is not renewable 8 pursuant to OAR 584-060-0161; therefore his application for a Transitional Teaching License is 9 denied.
