4 Teaching License of ) SURRENDER AND
5 LISA ANN STITT ) ORDER OF REVOCATION
6 On or about April 14, 2006, the Teacher Standards and Practices Commission
7 (Commission) received a report from Kathwn Baker, Superintendent, Salem-Keizer School
8 District, indicating that Lisa Ann Stitt (Stitt) may have engaged in inappropriate conduct with a
9 minor.
10 Ms. Stitt has fully cooperated with the TSPC investigation. After review of the matters
11 alleged, Ms. Stitt and the Commission agree that their respective interests, together with the
12 public interest, are best served by a stipulation to certain facts and a surrender of her teaching
13 license pursuant to OAR 584-020-0027.
4 This Order sets forth the facts upon which the parties have stipulated and the sanction to
d be imposed. Ms. Stitt stipulates that there are sufficient facts contained in the Commissions
16 files and records to support the findings of fact and conclusions of law set forth below. ln
17 entering into this stipulation, Ms. Stitt waives the right to a hearing to contest the findings of fact,
18 conclusions of law and Order set forth below. Ms. Stitt understands that upon surrender the
19 Commission will revoke her teaching license.
20 This stipulation is contingent upon approval and adoption of the Order by the
21 Commission. Ifthe Commission does not adopt this Order, neither Ms. Stitt nor the
22 Commission are bound by these stipulations and Ms. Stitt retains all rights to a hearing on the
23 allegations.
24 STIPULATION OF FACTS
' 25 1. Ms. Stitt holds a Standard Teaching License with a Standard Social Studies
26 Endorsement, issued December 6, 2004, valid through December 17, 2009.

‘ 2. Ms. Stitt began employment with the Salem-Keizer School District on June 27, 1998.
2 Ms. Stitt served as a Social Studies Teacher at McNary High School. On April 28, 2006,
3 Ms. Stitt resigned her teaching position citing both personal and professional reasons.
4 3. Ms. Stitt failed to maintain an appropriate professional student-teacher relationship
5 with two male students at McNary High School in 2005, After the students graduated, and after
6 they turned 18 years of age, Ms. Stitt engaged in kissing with the former students.

13 CONCLUSION OF LAW
14 Lisa Ann Stitt failed to maintain a professional student-teacher relationship with two male
. students at McNary High School. This constitutes Gross Neglect of Duty in violation of OAR
16 584-020-0040(4)(f). The Commission's authority to impose discipline in this matter is based
17 upon ORS 342.175 '
18 ORDER
19 The Commission accepts the surrender of Lisa Ann Stitt‘s Standard Teaching License
26 and hereby revokes said Bicen-se.
21 IT IS SO ORDERED this Lei day of August, 2007.
