1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON 3 4 In the Matter of the ) 5 Teaching License of ) DEFAULT ORDER OF 6 SAMUEL OLUSEGUN OLUWALANA ) LICENSE REVOCATION 7 ) 8 9 On or about December 1, 2000, the Teacher Standards and Practices Commission 10 (Commission) received a report from Bonnie Webber, Director of Human Resources of 11 Oregon City Public Schools indicating that Samuel Olusegun Oluwalana (Oluwalana) 12 was arrested on three charges of Rape l, and three charges of Sexual Abuse I, of an 8 13 year old family member. The Executive Director took action to notify Oluwalana of 14 intent to revoke his license, and to inform him of his opportunity for hearing. The notice 15 was sent via U.S. First Class Mail and U.S. Certified Mail Receipt 7000 0600 0023 8496 16 9440. The certified mail receipt was signed and dated on February 27, 2002. The 17 Notice of Opportunity of Hearing, dated February 21, 2002, and signed by David V. 18 Myton, Executive Director, stated: 19 "You, Samuel Olusegun Oluwalana, are entitled to a hearing on the 20 proposed action of the Commission. If you want a hean'ng, you must file a 21 written request for a hearing with the Commission within 21 days of the 22 date of this notice. Attached to this notice is a copy of the procedures, 23 right of representation and other rights of parties relating to the conduct of 24 a hearing as required under ORS 183.413(2)." 25 26 FINDINGS 0F FACT 27 1. On September 29, 1999, the Commission issued a Transitional Teaching 28 License to Samuel Olusegun Oluwalana valid until September 29, 2002; 29 2. On October 29, 2000, the Commission issued a Transitional Administrator , 30 License to Samuel Olusegun Oluwalana valid until October 26, 2003; PAGE 1 - DEFAULT ORDER 0F LICENSE REVOCATION - OLUWALANA O O ' 1 3. On November 30, 2001, Samuel Olusegun Oluwalana was convicted of Rape 2 I, ORS 163.375, in the Circuit Court of the State of Oregon for Clackamas County; and 3 4. On, November 30, 2001, Samuel Olusegun Oluwalana was convicted of Sex 4 Abuse I, ORS 163.427, in the Circuit Court of the State of Oregon for Clackamas s County. 6 CONCLUSIONS OF LAW 7 The crimes of Rape I - ORS 163.375, and Sex Abuse I - ORS 163.427, are both 8 listed in ORS 342.143(3).
