I 1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION i 2 OF THE STATE OF OREGON 3 In the Matter of the ) 4 Teaching License of ) STIPULATION OF FACTS AND g DALE DWIGHT MIGUEL g ORDER OF REPRIMAND , 7 On or about May 14, 2001, the Teacher Standards and Practices Commission 8 (Commission) received a report from Robert Sisk, Superintendent, South Lane School 9 District indicating that Dale Dwight Miguel (Miguel) permitted students to use 10 inappropriate words in a sentence structure word game that resulted in students 11 creating potentially harassing sentences about one another in the classroom. 12 Mr. Miguel resigned his teaching position with South Lane School District effective 13 June 19, 2001. i14 Mr. Miguel fully cooperated with the Commission's investigation. After review of 15 the matters alleged, Mr. Miguel and the Commission agree that their respective 16 interests, together with the public interest, are best served by a stipulation to certain 17 facts and the imposition of a Public Reprimand. This Order sets forth the facts upon 18 which the parties have agreed and the sanction to be imposed. In entering into this 19 stipulation, Mr. Miguel waives the right to a hearing to contest the findings of fact, 20 conclusion of law and order set forth below. 21 This stipulation is contingent upon approval and adoption of the Order by the 22 Commission. TSPC issued an Initial Teaching License to Dale Miguel on July 25, 2000, with 3 an Endorsement in Chemistry ML/HS valid until May 30, 2004. 4 2. In September of 2000, South Lane School District hired Mr. Miguel to teach 4min anAQaF 5 four periods of Science Wducation per day at Cottage Grove High UK 6 School. Mr. Miguel resigned his first year probationary teaching position effective June 7 19, 2001. 8 3. Mr. Miguel has no prior Oregon public school teaching experience. 9 4. Mr. Miguel designed a sentence structure word game for use in a high school 1O alternative education English class. When student creatively inserted inappropriate 11 words into the game, Mr. Miguel permitted the game to continue on one occasion and .12 repeated the activity on another occasion. 13 5.
