1 l l 1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 1 Q OF THE STATE OF OREGON 3 In the Matter of the ) STIPULATION OF FACTS 4 Teaching License of ) AND g Ronald Ray Baker ) ORDER OF REPRIMAND 7 On or about November 15, 2004, the Teacher Standards and Practices Commission 8 (Commission) received a report from Darce DriskeI, Deputy Superintendent, Hermiston School 9 District, indicating that Ronald Ray Baker (Baker) will be arraigned in Federal court for 1 10 bankruptcy fraud and cattle theft. 11 After review of the matters alleged, Mr. Baker and the Executive Director agree that their 12 respective interests, together with the public interests, are best served by a stipulation to certain l 13 facts and a reprimand. 1 14 This Order sets forth the facts upon which the parties have agreed and to the sanction to 1 ‘ be imposed. Mr. Baker stipulates that there are sufficient facts contained in the Commission’s 1 16 files and records to support the findings of fact and conclusions of law set forth below. In 17 entering into this stipulation, Mr. Baker waives the right to a hearing to contest the findings of ‘I8 fact, conclusion of law and order set forth below. 19 The stipulation is contingent upon approval and adoption of the Order by the 2O Commission. The Commission has licensed Ronald Ray Baker since November 14, 2001. 3 Mr. Baker held a Substitute Teaching License issued November 14, 2001, with a Substitute Any 4 Specialty endorsement. Said license expired November 14, 2004. 5 2. Mr. Baker was employed as a substitute teacher for Hermiston, Umatilla and 6 Stanfield School Districts from 2001 until November 2004. 7 3. On March 11, 2005, Mr. Baker was convicted of Bankruptcy Fraud in the United 8 States District Court, District of Oregon. The Commission’s authority to impose discipline in this matter is based 20 upon ORS 342.175. 21 ORDER 22 The Commission imposes a Public Reprimand on Ronald Ray Baker.
