LONGFELLOW 5 6 The Teacher Standards and Practices (Commission) issued a Notice of Denial of 7 Teaching License and Opportunity for Hearing on September l5, 2004 to Dean R. Longfellow. 8 Mr. Longfellow requested a hearing. Subsequently, Mr. Longfellow and the Commission 9 reviewed the matters alleged and agreed that their respective interests, together with the public 10 interest, are best served by a stipulation to certain facts, and the issuance of a teaching license to 11 Mr. Longfellow on a probationary basis. The terms 0f the agreement are set forth below. ‘2 In entering into this stipulation, Mr. Longfellow waives his right to a hearing and 13 understands that the Commission will place him on probation for a period of four years. This 14 stipulation and proposed order are contingent on approval by the full Commission. If the 15 Commission does not approve this stipulation and order, it is understood that any waiver of 16 rights by Mr. Longfellow is therefore revoked. It is flirther understood that the statements 17 contained in this stipulation may not be used by either the Commission or Mr. Longfellow for 18 any reason if the Commission fails to approve ‘the stipulation and proposed order. 19 STIPULATION OF FACTS 20 Mr. Longfellow and the Commission stipulate as follows: 21 1. Mr. Longfellow has not previously held an Oregon Teaching License. He has 22 been a licensed clinical psychologist since about 1992. From about February 2002 to July 2003, Mr. Longfellow became involved in a 2 sexual and emotional relationship with the mother of one of the children he was treating in 3 therapy. Mr. Longfellow’s participation in this relationship violated professional standards of 4 the Board of Psychologist Examiners. 5 3. Mr. Longfellow reported his conduct t0 the Board of Psychologist Examiners. 6 Following a review, the Board suspended Mr. Longfellow’s license as a psychologist for a period 7 oftwo years on May 10, 2004. 8 4. Mr. Longfellow cooperated with the review and investigation of the Board of 9 Psychologist Examiners. He also cooperated with the Commission in its investigation. As part 10 of the investigation, Mr. Longfellow underwent a full psychosexual evaluation and a polygraph ll examination. The psychosexual evaluation did not reveal any pedophilic or other abnormal .2 sexual tendencies. The polygraph examination indicated that Mr. Longfellow had been truthful l3 in describing his relationship with the mother of his client and that he had been truthful when he 14 denied having any other inappropriate relationships. 15 It is so stipulated: 16 0mg w 3-l2‘2005 Dean R. Longfellow violated professional standards 0f the Board of Psychologist 3 Examiners and engaged in gross neglect of duty in violation of 584-020-0040(4)(n) as it 4 incorporates OAR 584-020-0035(3)(a) by engaging in a sexual relationship with the mother of a 5 client in Mr. Longfellow’s practice as a psychologist. Considering all of the circumstances 6 described above, the Commission is willing to grant a teaching license on a probationary basis. 7 ORDER 8 The Commission grants a Transitional School Psychologist Teaching License to Dean R. 9 Longfellow and places Mr. Longfellow on probation for a period of four years.
