g On November 21, 2103, the Commission received a report alleging that Lori
I 8 Michele Reznick (Reznick) had violated professional standards.
9 After review of the matters alleged, Reznick and the Commission agree that their
1O respective interests, together with the public interest, are best served by a stipulation to
1 1 certain facts and the imposition of a public reprimand.
I 12 By signing below, Reznick acknowledges, understands, stipulates, and agrees to
, 13 the following: (i) she has been fully advised of her rights to notice and a hearing to
14 contest the findings of fact, conclusions of law, and order set forth below, and fully and
15 finally waives all such rights and any rights to appeal or otherwise challenge this
16 Stipulation of Facts and Final Order of Reprimand (Stipulation and Final Order); (ii)
17 this Stipulation and Final Order is a public document and disclosed to the public upon
18 request by the Commission; (iii) this Stipulation and Final Order is contingent upon and
19 subject to approval and adoption by the Commission. If the Commission does not
20 approve and adopt this Stipulation and Final Order, then neither Reznick nor the
21 Commission are bound by the terms herein; (iv) she has fully read this Stipulation and
22 Final Order, and understands it completely; (v) she voluntarily, without any force or
23 duress, enters into this Stipulation and Final Order and consents to issuance and entry of
24 the Stipulated Final Order below; (vi) she states that no promise 0r representation has
25 been made to induce her t0 sign this Stipulation and Final Order; and (vii) she has
26 consulted with an attorney regarding this Stipulation and Final Order and has been fully
27 advised with regard to her rights thereto, or waives any and all rights to consult with an
28 attorney prior t0 entering into this Stipulation and Final Order and issuance and entry of
29 the Stipulated Final Order below.
30 STIPULATION OF FACTS
31 1. Lori Michele Reznick has been licensed by the Commission since September 11, 1984.
32 Reznick’s Basic Teaching License, with an endorsement Elementary — Multiple Subjects
33 (PK-12), is valid from August 4, 2015 through August 3, 2018. During all relevant times,
34 Reznick was employed by the Gresham-Barlow School District.

1 2. On November 21, 2013, the Commission received a report from the Gresham-Barlow
2 School District alleging she had violated professional standards involving testing

3 improprieties in the course of administering an Oregon Assessment of Knowledge and
4 Skills (OAKS) test by making comments that under the testing manual could be

5 considered “Coaching” or unauthorized assistance, such as “Use common sense" or “If

; 6 that’s your answer you can move on.”

I 7 3. Reznick also, during the latter part of the test, had the students bring their laptops to her
8 when a student had a question 0r when a student thought they had completed the test. If
9 one student was already at her desk when one or more other students arrived, then the

1 O other students would leave their computers and Reznick would call those students back
1 1 to her desk individually when she was ready to either reread a question or ask if the
12 student was ready to end the test,
1 3 4. Reznick had signed the form indicating that it was her responsibility to follow the
14 procedures in the 2012-13 Test Administration Manual. Based upon the interviews of
15 eight of the involved students, the district recommended that the entire testing session
16 be invalidated. The Oregon Department of Education reviewed the incident, and
17 approved the district’s recommendation.

26 CONCLUSION OF LAW
27 Lori Michele Reznick’s conduct described above constitutes gross neglect of duty
28 in violation ORS 342.175(1)(b); OAR 584-020-004o(4)(n) as it incorporates OAR 584-

1 020-001o(5) (Use professional judgment), and OAR 584-020-0025(2)(3) (Using
2 district lawful and reasonable rules and regulations).
3 The C0mmission’s authority to impose discipline in this matter is based upon
4 ORS 342.175.

7 The Commission adopts and incorporates herein the above findings of fact and
8 conclusions of law, and based thereon, imposes a Public Reprimand on Lori Michele
9 Reznick’s Teaching License.
