1 BEFORE THE TEACHER STANDARDS AND PRACTICES COMMISSION 2 OF THE STATE OF OREGON 3 In the Matter of the ) STIPULATION OF FACTS AND 4 Teaching License of ) FINAL ORDER OF REPRIMAND 5 LAURIE LYNN DOSCHER ) g 8 9 On or about June 23, 2009, the Teacher Standards and Practices Commission 10 (Commission) received a report indicating possible inappropriate conduct by Laurie Lynn 11 Doscher, a teacher in the Fern Ridge School District. 12 After review of the matters alleged, Ms. Doscher and the Commission agree that 13 their respective interests, together with the public interest, are best served by a 14 stipulation to certain facts and the imposition of a Public Reprimand. 15 By signing below, Ms. Doscher acknowledges, understands, stipulates, and 16 agrees to the following: (i) she has been fully advised of her rights to notice and a 17 hearing to contest the findings of fact, conclusions of law, and order set forth below, and 18 fully and finally waives all such rights and any rights to appeal or othenlvise challenge 19 this Stipulation of Facts and Final Order of Reprimand (Stipulation and Final Order); (ii) 20 this Stipulation and Final Order is a public document and disclosed to the public upon 21 request by the Commission; (iii) this Stipulation and Final Order is contingent upon and 22 subject to approval and adoption by the Commission. If the Commission does not 23 approve and adopt this Stipulation and Final Order, then neither Ms. Doscher nor the 24 Commission are bound by the terms herein; (iv) she has fully read this Stipulation and 25 Final Order, and understands it completely; (v) she voluntarily, without any force or 26 duress, enters into this Stipulation and Final Order and consents to issuance and entry 27 of the Stipulated Final Order below; (vi) she states that no promise or representation has 28 been made to induce her to sign this Stipulation and Final Order; and (vii) she has 29 consulted with an attorney regarding this Stipulation and Final Order and has been fully Page 1 STIPULATION OF FACTS AND ORDER OF REPRIMAND — LAURIE LYNN DOSCHER 1 advised with regard to her rights thereto, or waives any and all rights to consult with an 2 attorney prior to entering into this Stipulation and Final Order and issuance and entry of 3 the Stipulated Final Order below. 4 /// 5 STIPULATION OF FACTS 6 1. The Commission has licensed Ms. Doscher since December 31, 1979. She 7 currently holds a Basic Teaching License issued August 6, 2007 that expires 8 August 5, 2010. During all relevant times she was employed by the Fern Ridge 9 School District. 1O 2. On May 16, 2009, during a school sponsored event, Ms. Doscher provided the 11 over the counter medicine, “Calms Forte," to a student for sleeping trouble the 12 student was experiencing. “Calms Forte" is a homeopathic medication that 13 purports to aid in sleep. Ms. Doscher did not seek or obtain parental permission 14 prior to administering this medication to the student. District policy and Oregon 15 Department of Education rule OAR 584-021-0037 require that only designated 16 staff may administer medications to students and only with parental permission. 1 7 18 lT IS SO STIPULATED: 28 (jimmy!
