DUERR ] REVOKING LICENSE 6 l 7 On August 5, 1996, the Teacher Standards and Practices Commission 8 informed Richard W. Duerr that the Commission found sufficient evidence of 9 violation of Standards for Competent and Ethical Performance of Oregon 10 Educators to warrant a hearing regarding an inappropriate relationship with a 1 1 female student. The letter and Notice of Opportunity for Hearing was mailed 12 U.S. First Class and U. S. Certified Mail--Return Receipt Requested. The 13 certified mail receipt #P 196 850 420 was signed on August 12, 1996 and 14 received by TSPC on August 16, 1996. Mr. Duerr did not request a hearing. 15 FINDINGS OF FACT 16 1. Richard W. Duerr holds a Basic Teaching License endorsed for Social 17 Studies and Integrated Science and valid from January 27, 1994 to 18 February 1, 1997. g 1 2. Between April 1994 and June 1994, Richard W. Duerr developed an 20 overly personal relationship with a female student at Junction City High 21 School where Mr. Duerr was employed as a teacher. 22 3. In early June 1994, after the student had turned l8 years of age, but 23 before she graduated from Junction City High School, Mr. Duerr engaged 24 in sexual relations with the student. 25 4. In the above actions, Mr. Duerr violated school district policies and TSPC 26 Standards for Competent and Ethical Performance of Oregon Educators 27 regarding teacher-student relationships and sexual contact with a 28 student. 29 ULTIMATE FINDINGS OF FACT 30 Richard W. Duerr developed an inappropriate relationship with a female 31 student at Junction City High School which culminated in sexual intercourse 32 prior to the students graduation in June 1994. ~ PAGE 1--PROPOSED STIPULATION AND ORDER—-RICHARD W.
